3. The types of imposed rates:

  • In the electric power sector:
    • Rates for electric power (capacity) supplied to the general public and equivalent categories of consumers;
    • Rates for services of transmission of electric power over the electric power networks on the right of ownership or on the other legal cause owned to the territorial network companies;
    • Prices (rates) or ultimate (minimum and (or) maximum) price (rates) levels for electric power (capacity) produced by qualified generating facilities operating on the basis of renewable power sources and purchased with a purpose of loss compensation in electric power networks;
    • Payment for technological connection to the electric networks of territorial network companies and (or) the standardized tariff rates determining the size of this payment;
    • Sales mark-ups of “last-resort” suppliers.
  • In the heating supply sector:
    • Rates for heating energy (power) produced in the mode of combined production of electric and thermal energy by the sources of thermal energy with the set generating capacity of electricity (power) production of 25 megawatts and more;
    • Rates for thermal energy (power) supplied by heating supply companies to consumers of thermal energy (power), to other heating supply companies;
    • Rates for the heat carrier medium supplied by heating supply companies to consumers of thermal energy (power), to other heating supply companies;
    • Rates for power transmission services, heat carrier medium;
    • Rates for hot water supplied by heating supply companies to consumers, other heating supply companies using open heat (hot water) supply systems;
    • Service fee for the maintenance of reserve heating capacity in the case of absence of heating energy consumption;
    • Connection (technological hook-up) fee to the heating system.
  • In the gas supply sector:
    • Gas retail prices for general public, also for housing management companies, the companies managing apartment houses, housing cooperatives and homeowners’ associations for household needs (except gas for tenants of uninhabited premises in apartment houses and gas for refuelling vehicles);
    • Special rate surcharges for gas transmission over gas distribution networks for gasification programs financing;
    • The amount of payment for technological connection of gas equipment to gas distribution networks and (or) the standardized rates determining its value.
  • In the transport services rate regulation sector:
    • Regulated rates for transportation on the municipal routes of regular transportations of passengers and luggage by road and urban ground electrical transport within the borders of a single city settlement of Omsk region, on the inter-municipal routes of regular transportations within the Omsk region borders;
    • Rates for transport services on the railway approach lines performed by industrial railway transport companies and other economic entities regardless of their business-legal structure, except for the companies of the Federal Railway Transport;
    • Rates for transportation of passengers and luggage by suburban railway transport in the legally established;
    • Rates for transportation of passengers and luggage by local airlines and river transport of the local traffic and the ferries.
  • In the water supply and sewerage sector:
    • Rates for drinking water (potable water supply);
    • Rates for technical water;
    • Rates for hot water (hot water supply);
    • Rates for water transportation, waste water;
    • Rates for sewerage;
    • Rates for water transport (in case of local authorities took the decision such rates are necessary);
    • Rates for connection (utility hook-up) to the centralized system of cold water supply, hot water supply and sewerage.
  • In the sector of industrial and household waste:
    • Ultimate rates for implementation of regulated activities in the sector of municipal solid waste management.
  • In other sectors:
    • Prices for solid fuel, household heating fuel and kerosene sold to the citizens, management companies, homeowners' associations, housing, housing-construction or other specialized consumer cooperatives established to meet the needs of citizens in housing;
    • Rates for social services provided to citizens by the state social service companies;
    • Mark-ups on the products (goods) sold by public catering companies in secondary schools, vocational schools, special secondary schools and higher educational institutions;
    • Trade mark-ups to the prices for baby food (including food concentrates);
    • Rates for the implementation of technical inventory of available housing in Omsk region;
    • Ultimate wholesale and retail mark-ups to the actual selling prices set by manufacturers of drug products for the drug products included into the list of vital and essential drug products;
    • Ultimate wholesale mark-ups to the actual prices for medical products included in approved by the Government of the Russian Federation list of medical devices to be implanted in human body, when providing medical assistance under the program of state guarantees of free medical aid for general public;
    • State regulations and approval of rates and prices for other goods and services with the powers given to the Subject of the Russian Federation, except for the rates and prices, regulated and coordinated by other executive authorities of the government of Omsk region;

5. Other powers:

  • Adjustment of disputes related to the territorial network companies applying payment for technological connection to electric power networks and (or) standardized tariff rates defining the size of such payment;
  • Approval of investment programs of electric power industry subjects related to those subjects whose investment programs are approved and monitored by the executive authorities of the constituent entities of the Russian Federation, and control over the implementation of such programs;
  • Coordination of investment programs of territorial network companies related to the subjects whose investment programs are approved and controlled by the Federal agencies of executive power, and control over the implementation of such programs;
  • Approval of the investment programs of the companies performing regulated activities in the heating supply sector and monitoring the implementation of such programs;
  • Approval of the investment programs of the companies performing hot water supply, cold water supply and (or) sewerage, and monitoring the implementation of such programs;
  • Approval of investment programs of operators dealing with municipal solid waste and carrying out regulated activities in the sector of municipal solid waste management, and monitoring the implementation of such programs;
  • Regional state control (supervision) over the prices (rates) regulated by the Commission;
  • Control over meeting standards of information disclosure by regulated entities;
  • Setting standards of municipal service consumption.
