1.Warranty support

The activities of the regional Guarantee Center (RSC) are aimed at providing guarantees to ensure the obligations of small and medium-sized enterprises (SMEs), as well as individuals applying the special tax regime "Professional Income Tax" (self-employed), to financial institutions (credit institutions, leasing companies, microfinance and other organizations that finance SMEs and the self-employed).
Guarantee – the form of guarantee support provided in the form of ensuring the fulfillment of the obligations of the SMSP/self-employed, based on credit agreements, loan agreements, financial lease agreements, bank guarantee agreements concluded with financial institutions – partners of the RSC.

What needs to be done to obtain a guarantee:

1.    Apply to receive forёtransfer of funds to a financial organization that is a partner of the RSC;
2.    The financial institution will review the application and, if the decision is positive, will send the necessary documents to the RSC;
3.    The RCC will review the application for a guarantee and provide a solution.;
4.    To conclude a tripartite guarantee agreement and pay the remuneration to the RSC for the guarantee provided.

2. Conditions for providing guarantees

On I quarter 2026 The following indicators for the provision of guarantees have been established for the year:
1.    The maximum amount of a one-time guarantee – no more than 15 million rubles;
2.    Warranty limit per MSP/self-employed/a group of related companies – no more than 15 million rubles (for all guarantee agreements);
3.    The maximum amount of surety provided – no more than 70% from the amount of financing;
4.    The maximum period for granting guarantees – no more than 5 years. With the financing of the MSME/self-employed for purposes related to the acquisition of fixed assets (equipment, transport, real estate, etc.), as security for which a pledge of immovable property in the amount of at least is provided 30% from the sum of the MSME obligations/self-employed, the maximum period of validity of the guarantee of the RSC is 7 years. At the same time, the amount of the guarantee provided should not exceed 50% depends on the amount of financing.
Subject to the completeness of the documents specified in the Sureties Policy and the provision to the RCC before 11 hours 00 minutes of the local time of the MSME application/a self-employed person for the provision of a guarantee, the terms of consideration are:
1.    For an application for which the amount of the guarantee does not exceed 5 million rubles – 3 working days;
2.    For an application for which the amount of the guarantee is from 5 million rubles (inclusive) – 5 working days.
