Public-private partnership (PPP) is one of the ways to develop public infrastructure based on long–term cooperation between the state and business, in which the private party participates not only in the design, financing, construction or reconstruction of an infrastructure facility, but also in its subsequent operation (provision of services at the created facility) and (or) maintenance..

Advantages of the PPP mechanism:

  • long-term cooperation between government and business;
  • The private partner participates not only in the design, financing, construction and reconstruction of the facility, but also in its operation and/or maintenance;
  • distribution of risks between the private and the public side;
  • promoting competition;
  • the possibility of obtaining a land plot without bidding (in cases stipulated by art. 39.6 of the Land Code of the Russian Federation dated October 25, 2001, No. 136-FZ);
  • improving the quality of services provided;
  • the possibility of co-financing the project by a public party, obtaining additional guarantees (including minimum profitability);
  • In the case of a private initiative, it is an opportunity to independently work out the structure of the project and propose a draft agreement.;
  • shortened terms for concluding an agreement on a private initiative;
  • exemption from property tax for organizations that have concluded a concession agreement or a public-private partnership agreement, provided that capital investments in property created under the agreement are made in the Omsk Region for a total amount of at least 300 million rubles.;

  2. FEDERAL AND REGIONAL SUPPORT INFRASTRUCTURE, GOVERNMENT AGENCIES

    WEB.RF is a Russian state development corporation that provides financing for socio–economic projects. As part of the execution of the instructions of Russian President Vladimir Vladimirovich Putin on the mandatory participation of VEB. Russia's participation in large-scale PPP projects worth from 3 billion rubles VEB.The Russian Federation will assess the reasonableness of risk allocation based on requests from the Ministry of Economic Development of Russia or authorized bodies of the constituent entities.
