Public-Private Partnership (PPP) – one of the ways to develop public infrastructure based on long-term interaction between the state and business, in which the private party participates not only in the design, financing, construction or reconstruction of an infrastructure facility, but also in its subsequent operation (provision of services at the created facility) and (or) maintenance.
Advantages of the PPP mechanism:
long-term cooperation between government and business;
The private partner participates not only in the design, financing, construction and reconstruction of the facility, but also in its operation and/or maintenance;
distribution of risks between the private and the public side;
promoting competition;
the possibility of obtaining a land plot without bidding (in cases provided for in art. 39.6 The Land Code of the Russian Federation from 25 October's 2001 year No. 136-Federal Law);
improving the quality of services provided;
the possibility of co-financing the project by a public party, obtaining additional guarantees (including minimum profitability);
in the case of a private initiative – the opportunity to independently work out the structure of the project and propose a draft agreement;
shortened terms for concluding an agreement on a private initiative;
exemption from property tax for organizations that have concluded a concession agreement or a public-private partnership agreement, provided that capital investments in property created under the agreement are made in the Omsk Region for a total amount of at least 300 million rubles;
the establishment of regional legislation rates in relation to rent on land provided under the concession;

National PPP Center. It was created as part of the promotion of private investment, the formation of effective management decisions, as well as in order to develop public infrastructure to improve the quality of life of the population. It is recognized by the World Bank as the official institute of PPP development in Russia. To assist the development of the PPP mechanism in the Omsk region, an agreement was signed with the Government of the Omsk region on cooperation from 19 July's 2019 year No. 63-C, in which it is planned to develop the legal framework and institutional environment, provide advice on initiatives and projects implemented on the principles of PPP, etc. (website)
