Omsk Region is among the leaders of the Siberian Federal District in the implementation of the Regional Export Standard 2.0

The Omsk Region Export Support Center has introduced 7 instruments of the Regional Export Standard 2.0, becoming the leader in the Siberian Federal District, along with the Altai Territory and the Novosibirsk Region.
From 24 to 25 June 2021, a meeting was held in Novosibirsk with the participation of the heads of the Export Support Centers and executive authorities of the Siberian Federal District on the implementation of the Regional Export Standard 2.0.
According to the information provided by the Russian Export Center, out of 15 planned instruments, Omsk Oblast and Altai Krai have fully implemented seven, Novosibirsk Oblast - five, Tomsk Oblast and Krasnoyarsk Krai - three, Irkutsk Oblast - two, Kemerovo Oblast - one. At the same time, as of July 31, the regions need to introduce at least seven instruments.
During the meeting, specialists from the Russian Export Center spoke about the mechanisms for implementing Standard 2.0, and the regions shared their experience in implementing the implementation of the tools.
Natalya Minaeva, director for the regional project of the Russian Export Center JSC, spoke about the measures to support business entities of the Siberian Federal District within the framework of the implementation of the Regional Export Standard 2.0. “We are sharing experience with the regions for the correct implementation of the Standard. Among the instruments of the RES, the socio-economic development strategy of the constituent entities until 2030, which includes an export component, is indicated. However, the Strategy of Socio-Economic Development of the Russian Federation until 2030 has not yet been developed, and most regions are awaiting its release. One of the tools is the presence of the region in priority countries, and without an approved Strategy it is difficult to find out whether there is a presence there, ”said Natalya Minaeva. The topic is planned to be discussed in the Government of the Russian Federation in order to consider the possibility of postponing the implementation of some of the Standard's instruments to the next year.
Note that the Omsk region is developing foreign trade relations with 97 countries of the world. High indicators were achieved in the export of chemical products - US $ 332.1 million, food products - US $ 259.9 million and engineering products - US $ 78.9 million. The region is successfully developing training programs for SMEs on the basis of the Omsk Region Export Support Center, which is part of the My Business Service Center. Among the RES 2.0 instruments introduced on the territory of the Omsk region - the definition of the executive authority of the constituent entity of the Russian Federation, responsible for the development of non-resource export and export of services; Ensuring the presence of a constituent entity of the Russian Federation in foreign markets; Development of a personnel training system in the field of foreign economic activity on the basis of higher educational institutions of the constituent entity of the Russian Federation; Formation and analysis of the base of exporters and the base of potential exporters in the constituent entity of the Russian Federation and carrying out an export audit; Implementation of export development acceleration programs and other comprehensive export development tools on the territory of a constituent entity of the Russian Federation; Creation and development of mechanisms to promote export activities in the constituent entity of the Russian Federation; Creation and development of mechanisms for promoting the region in foreign markets. The work on the implementation of the instruments of the Regional Export Standard 2.0 is carried out by the Ministry of Economy of the Omsk Region together with the Export Support Center and is under the control of the Governor of the region Alexander Burkov.
For reference: Regional Export Standard 2.0 contains unified approaches to creating favorable conditions for export, taking into account regional specifics, which, in turn, will allow the comprehensive development of the export support system in the constituent entity of the Russian Federation.
The purpose of the Regional Export Standard 2.0 is to consolidate a set of measures, when implemented, the regional authorities will be able to stimulate the export activities of companies, as well as create an effective export support infrastructure.
Regional export standard 2.0 was developed in accordance with the passport of the federal project "Systemic measures for the development of international cooperation and export", which is part of the national project "International cooperation and export" in order to improve the institutional export environment in the constituent entities of the Russian Federation.
