ASI and the regions discussed the updated methodology and the formation of the National Investment Climate Rating in 2026

Svetlana Bazhenova, Director General of the Omsk Region Agency for Development and Investment, took part in a meeting of the Agency for Strategic Initiatives on the formation of a National rating of the Investment Climate in 2026.

It should be noted that 250 people from 85 regions of the Russian Federation took part in the meeting: heads of regional investment teams – chairmen of governments, vice-governors, ministers of economic development and representatives of relevant departments of regional authorities.

The Rating structure has been expanded from 110 to 125 indicators in 2026.

Key changes in the Rating methodology:

·                     In the field of Infrastructure, technology and Communications, 6 new rating indicators have appeared that characterize the availability of financial and innovative infrastructure for businesses;

·                     clarifications have been made for model objects in the areas of "Real Estate" and "Engineering networks and communications";

·                     The rating indicators of the Business Protection area include an assessment of the level of application of a risk-based approach in the framework of control and supervisory activities.;

·                     This year, for the first time, the Agency will create a non-rating index reflecting the effectiveness of involving cultural heritage sites in economic turnover, based on 15 indicators.

The business survey campaign will begin in full on March 2, and the results of the Rating will traditionally be presented at #SPIEF 2026.
