The delegation of the Omsk region defended the project for the development of the special economic zone "Avangard" in Kazan
The Omsk Region was among the 18 regions selected to participate in the third stream of the Territorial Development Leaders: New Approaches to the Creation and Development of SEZs program. As part of the internship, the regional team defended the final project, where it proposed a comprehensive solution to modernize the infrastructure and create new business conditions within the framework of the Avangard special economic zone.
It should be recalled that the management team has been participating in an educational professional development program since April of this year. The program is organized by the Center for Strategic Research Foundation and the Institute of Knowledge Economics, with the support of the Association of Clusters, Technoparks and SEZs of Russia. The participants studied the best practices of SEZ management in Russia and promising investment attraction tools. The regional team included representatives of the Ministry of Economic Development of the Omsk Region, the Agency for Development and Investment, and the Avangard preferential treatment zone.
As part of the training, participants mastered practical skills in creating and designing SEZs, and familiarized themselves with support measures ranging from specialized tools for creating infrastructure and industrial parks to general federal programs for industrial companies. The practical webinars discussed topical issues of digitalization of processes for residents and the principles of sustainable development of the SEZ.
The delegations visited the Innopolis TV SEZ site, where they were given an excursion and a round table with representatives of the SEZ and the Mayor's Office. Next, 8 regional teams defended their projects for the development or creation of a special economic zone in their region. Each project received an expert assessment and suggestions for further implementation.
Omsk Investment team presented a project for the development of the Avangard SEZ. The project involves the creation of new growth points by increasing the area, developing SEZ infrastructure, achieving sustainable development goals and assisting in the implementation of cluster policy in the region.
"The Expert Commission highly appreciated the work of the Omsk region, noting the practical applicability of the developed proposals and the potential for attracting investments. The training program "Territorial Development Leaders: new approaches to the creation and development of SEZs" and the internship allowed us to learn from the experience of colleagues from other regions and develop specific mechanisms for the development of our SEZ. We have seen how to effectively use territorial support measures and are ready to apply these developments in the Omsk Region," said Galina Goncharova, First Deputy General Director of the Omsk Region Development and Investment Agency.
