The Omsk region is always open to major infrastructure initiatives and is presenting a project for the construction of a network of modern multifunctional roadside service areas. Since there are currently no full-fledged service complexes on the federal highways R-254 Irtysh and R-402, the new project will occupy this vacant niche.
The implementation of such large-scale infrastructure projects directly helps fulfill the strategic goal of the Governor of the Omsk Region, Vitaly Khotsenko, to improve the region's investment climate. The creation of a network of modern multifunctional zones will serve to create a new quality of transit space. Thanks to this project, the region will become attractive to drivers, which will increase its investment attractiveness and stimulate the development of domestic auto tourism, laying the foundation for long-term economic growth.
The feasibility of the MFZ location lies in several factors: improving conditions for motorists – drivers can stop, rest, eat, refuel and provide themselves with everything they need in one place; reducing the number of accidents on the roads – motorists will have the opportunity to relax in specially equipped places, which reduces stress and fatigue while driving; impact on the local economy – Local residents will come to the MFZ for services and work, and they can also become the basis of bus traffic between large cities and small towns.
Specialists from the Omsk Region Development and Investment Agency have already shown the benefits of the project for a potential investor. The capital investment will amount to about 60 million rubles per facility with a sales period of about 2 years. The complex can combine a motel, a gas station, a service station, a cafe and an electric charging station, which will guarantee high profitability due to the flow of truckers and car tourists.
The project provides for the construction of complexes in the busiest areas: along the Northern Bypass of Omsk, at the entrances to the border with Kazakhstan and at the exits to Tyumen and Novosibirsk. Specific land plots have already been selected for investors in Omsk, Lyubinsky, Isilkul and Cherlak districts. Subject to the established requirements, the state is ready to support the entrepreneur with benefits: the project has the status of a large-scale investment project for obtaining land without bidding, an investment tax credit that allows delaying tax payments and guarantee support for small and medium-sized businesses by the Regional Guarantee Center.
The Omsk Region Development and Investment Agency, in turn, will provide full support to the investor in a "one-stop shop" mode, taking care of all administrative issues from design to commissioning of facilities.
