Head of State Vladimir Putin stressed that increasing investments and entrepreneurial activity is, of course, an economic task, it is the basis for economic growth and strengthening the revenue tax base of the regions. At the meeting of the State Council, which was attended by Acting Governor Alexander Burkov, the need to improve legislation, adjust it to support business initiatives and simplify the daily work of entrepreneurs was noted.
"It is important not only to control and monitor the application of regulatory legal norms, but also to identify the most successful practices for improving the business climate. Moreover, the assessment of their effectiveness should be given by the business itself," stressed Russian President Vladimir Putin.
The head of the region, Alexander Burkov, puts improving the business climate in the region as a priority for the regional cabinet. In order to eliminate unnecessary restrictions for businesses in various fields, during 2017, regional authorities and municipalities adjusted more than 200 regulations and regulations affecting the work of entrepreneurs. The state and development of the competitive environment in the markets of goods and services is being monitored. Its results are in the focus of attention of the Investment Activity Council under the Governor of the Omsk region.
"Today, we have two key problems that are currently hindering business development in the region. These are excessively lengthy and complex procedures for obtaining building permits, commissioning linear facilities, and connecting to networks. Administrative and organizational simplification of these procedures and shortening of deadlines through legislative initiatives was a special assignment in my budget message," said Acting Governor Alexander Burkov following a meeting of the State Council of the Russian Federation.
Russian President Vladimir Putin considers financial stability to be one of the factors contributing to the investment attractiveness of the regions. To strengthen the financial position of the subjects of the Russian Federation, a federal program for restructuring budget loans has been launched. Omsk region is included in this program.
"Vladimir Putin drew the attention of the heads of the regions to the improvement of finances and the restructuring of budget loans. We have already carried out work in this regard. A 7-year restructuring agreement has been prepared. The document is already in the Federal Ministry of Finance and will be signed before the new year," Alexander Burkov emphasized.
In the coming year, the Russian Government should adopt a strategy for the long-term spatial development of the country, in which it will determine the competitive advantages and growth points for each constituent entity of the Russian Federation, their economic specialization in interregional and international cooperative relations.
"Maxim Oreshkin, head of the Federal Ministry of Economy, spoke about the need for regional leaders to focus on the interstate, not just the interregional level of competition. I agree with him, because this "arms race" between regions can lead, for example, to a drop in the revenue base. We need to work with investment platforms: conduct an audit to understand what technical and energy characteristics they have. We must clearly understand what profitable offers we can make to an investor who comes to the region," Alexander Burkov said.
The head of the region noted the importance of the creation of a unified register of inspections of control and supervisory authorities in relation to entrepreneurs at the federal level, which was raised at the State Council.
"This will allow us to understand the administrative burden on businesses in general and where duplication occurs," said Acting Governor Alexander Burkov.
