Governor Viktor Nazarov wants to see as many representatives of business and the business community as possible on the Board of Investment Activities.

By September 29, the new composition of the Council for Investment and Competition Development under the Governor of the Omsk Region will be coordinated with interested parties and submitted to the head of the region Viktor Nazarov for approval.

This decision was made today at a regular meeting of the Council, chaired by the head of the region, Viktor Nazarov. At least half of the Council members will be representatives of the business community and business associations. These are the new requirements of one of the twelve target models developed by the Agency for Strategic Initiatives in collaboration with federal and regional authorities. Each target model represents a set of measures and indicators that contribute to the improvement of business and investment activities.

"This is a good and correct ratio. I would like to see as many representatives from business and the business community on the Board as possible. And active representatives," emphasized Governor Viktor Nazarov.

Today, the issue of regional legal acts that have an impact on business and investment activities was also discussed in the context of target models. In the Omsk region, active rule-making work on the adoption of investment acts has been underway since 2012. The results of applying a number of them, related to the provision of support measures and business benefits, are reflected in the form of a very specific economic effect and an increase in tax payments. 52 new standards have been adopted in five years. The full package of documents includes 67 acts, and the remaining ones must be accepted by the end of the year. This is also a requirement of the target models.

The sectoral ministries reported on how much the existing documents contribute to a favorable business climate. Governor Viktor Nazarov warned the heads of services and departments that the main criterion for the effectiveness of their investment activities is not the number of adopted regulations, but the volume of actual support provided to entrepreneurs and the number of implemented investment projects.

"Dozens of regulations can be adopted to support businesses, but if they do not reduce the time required to obtain all permits, connect to networks, receive benefits and subsidies, then they are not working or are not working in full force. Then what kind of support for entrepreneurs are we talking about? The task is not just to create a set of documents that promote the development of investment and entrepreneurial activities, but to ensure their proper application, demand their execution, monitor and control this," said Governor Viktor Nazarov.

The head of the region intends to make the amount of incentives for heads of industry departments directly dependent on the number of investment projects they have implemented and are conducting. For weak investment activity and low business efficiency, Governor Viktor Nazarov will punish officials with rubles - to deprive them of 10 percent of the bonus.

The head of the Omsk region believes that in order to attract investors and provide real support to entrepreneurs who have to pack "suitcases of papers", an individual approach and project support are needed, whether it is related to collecting a package of certificates, receiving subsidies, or completing an object or loan.
