The Omsk region is one of the leaders in the development of the cluster economy, so the participants of the section were particularly interested in the region's developments in this area.
Viktor Nazarov shared with the participants of the section "Industrial Clusters: a regional aspect" about Omsk's experience in developing a petrochemical industrial cluster, in particular, about the successful project of the Poliom plant. The polypropylene production plant built in the Omsk region has a unique set of modern technologies that make it possible to create new brands of high-quality products. The implementation of large-scale development programs of JSC Gazpromneft-ONPZ and JSC Group of Companies Titan continues. The total amount of investments under the programs is more than 270 billion rubles, it is planned to build 15 new production facilities and modernize 12 facilities.
In December 2016, Viktor Nazarov signed an agreement to create a Petrochemical Industrial Cluster in the Omsk Region, which includes the region's leading petrochemical enterprises and auxiliary industries, as well as specialized educational institutions. The cluster was created in accordance with the Strategy of socio-economic development of the region until 2025 in order to increase competitiveness and quality of products, labor productivity and create new jobs at enterprises and organizations of the association.
According to Governor Viktor Nazarov, cluster policy is the future, it provides an opportunity for small and medium-sized businesses to develop in cooperation with large enterprises. But, as Viktor Nazarov emphasized, it is difficult for clusters to develop without government help. The current support mechanisms are insufficient. The Governor informed the participants of the section that a large-scale meeting would be held in Omsk in the second half of April this year, at which issues of support for cluster development participants would be discussed.
It is planned to develop proposals on expanding mechanisms to promote the development of clusters and send them to the Government of the Russian Federation. Governor Viktor Nazarov invited all participants of the section to a meeting in Omsk, and the invitation was also sent to the Ministry of Industry and Trade of the Russian Federation.
Today, Governor Viktor Nazarov discussed preparations for the April meeting at a meeting with Alexey Repik, President of Delovaya Rossiya, who will personally attend the Omsk forum and is ready to invite representatives of major interested organizations. Alexey Repik assured the Governor that, for his part, he would also join in the elaboration of proposals to expand assistance for the development of clusters.
