The list of regional types of control has been expanded, and the plan for conducting inspections of enterprises for 2019 should be formed taking into account a risk-based approach.
The list includes 14 types of regional state control (supervision) carried out by regional executive authorities - the Ministry of Natural Resources, the Main Directorate of Veterinary Medicine, the State Housing Inspectorate, Gosstroynadzor, the Ministry of Economy, the Ministry of Construction, the Regional Energy Commission and the Main Directorate of Regional Security.
It should be noted that the use of a risk-based approach is expected in the following areas of regional control: environmental, veterinary, housing and construction supervision, licensing control in the management of apartment buildings, retail sale of alcohol and control in the field of shared–equity construction of apartment buildings.
Additionally, the list includes supervision in the field of protection of the population and territories from emergency situations, control in the field of regulated prices (tariffs), control over the safety of highways of regional importance, as well as control over compliance with the limits of fees for vehicle inspection.
"At the moment, the control and supervisory activities are being reformed. In particular, a risk-based approach is being introduced, which is aimed at reducing the number of government inspections of companies in those areas where the risk of violations is minimal, and strengthening control and taking necessary measures in high-risk areas. At the same time, the administrative burden on bona fide enterprises is reduced," the regional Ministry of Economy explains the essence of the risk−based approach.
It is planned that by November 1 of this year, the executive authorities of the Omsk region, authorized to carry out regional control, will develop and submit to the Government drafts establishing procedures for the organization and implementation of control in the relevant fields of activity, containing criteria for classifying the activities of controlled entities to a certain risk category or hazard class.
"We would like to draw the attention of entrepreneurs to the fact that the projects being adopted, and there will be more than ten of them, are not aimed at tightening control, but rather at ensuring transparency in the actions of regulatory authorities," the Ministry of Economy of the Omsk Region assures.
