A three-day professional development program "Financial Modeling in PPP projects: practical aspects" has started today at the regional Congress Hall. The training was organized by the National PPP Center on the initiative of the Ministry of Economic Development of the Omsk Region and the Regional Agency for Development and Investment.
Representatives of executive authorities and municipalities are trained. As part of the program, participants will learn the basics of financial modeling, the basic functions of the financial model of PPP projects, and special attention will be paid to the specifics of taxation in the planning and implementation of PPP projects.
It should be recalled that public-private partnership is a form of cooperation between government and business based on pooling resources and distributing risks in order to create infrastructure or provide services to the public. PPP is considered an effective tool for creating and updating infrastructure, the absence and poor condition of which affects the standard of living of citizens and hinders successful economic development. The following PPP projects have been implemented or are under implementation in the Omsk Region: the multifunctional sports complex G-Drive Arena, the Northern Bypass highway, the sports complex with a swimming pool on Moskovka-2, the reconstruction of the Pervomaisky cinema, a soybean processing plant, and others.
Denis Kushner, First Deputy Minister of Economic Development of the Omsk Region, welcomed the participants: "PPP projects are constantly emerging and it is necessary that the authorities and municipalities have certain competencies. It should be noted that the program is aimed at developing and developing practical skills for students in building a financial model of an investment project using key functions and macros of MS Excel, evaluating the effectiveness and comparative advantage of PPP projects.
"Over the course of three days, we plan to consider various aspects related to the financial part of the PPP concession projects, discuss the main approaches to capital cost modeling, learn how to choose the necessary financing, and analyze the financial models of PPP projects. We hope that our experience will be useful. Legislation in the field of concession practices has changed over the past two years, and together we will discuss all the details and model it all in practice," said Andrey Kaznacheyev, Managing Director of FINIST Investment Bureau.
