Investment attractiveness will be assessed in the districts of the Omsk region

Today, on August 7, a meeting of the Council for Investment and Competition Development under the Governor of the Omsk region was held. The meeting was held by the Mayor of Omsk, Deputy Chairman of the Council Oksana Fadina.

The investment council was attended by heads of enterprises, public associations, representatives of government authorities and the Agency for Strategic Initiatives.  The main topic of discussion was the improvement of indicators in the rating of the investment climate of Russian regions, which is formed by the Agency for Strategic Initiatives. In the 2018 ranking, the Omsk Region belongs to the 4th group of regions according to the integral index. Experts note that despite the growth of the Omsk Region's integral index and the positive dynamics of individual rating indicators, there is a decline in the region's position. However, the values of 20 rating indicators improved in comparison with the results of 2017, including an improvement in the position of the Omsk Region relative to other subjects of the Russian Federation in 9 indicators.

"Yesterday we held meetings with the head of the region and business. We discussed the main problems and the possibilities for their solution. We are ready to provide the region with our recommendations and practical assistance," said Ilya Voronov, Head of the Agency for Strategic Initiatives office in the Siberian Federal District.

During the meeting with the head of the region, Alexander Burkov, representatives of the Agency for Strategic Initiatives proposed to form a rating of municipalities. According to their assessment, this practice is being carried out quite effectively in other regions. The Ministry of Economy of the Omsk Region has been instructed to develop a methodology for assessing the investment climate in municipal areas. Andrey Doroshenko, Head of the Investment Climate and Regional Models Analysis Department at the Agency for Strategic Initiatives, explained that it is important to understand that a rating is not an investment, but an indicator of business conditions.

"The investment climate in the region has improved, but there is something to work on," Andrei Doroshenko said. - The increase in the values of indicators is possible due to the improvement of the regional legal framework, for example, by creating a mechanism for determining rent for land plots, and land plots for which state ownership is not demarcated, leased, as well as expanding the list of measures provided to support investment and entrepreneurial activities."

According to Oksana Fadina, this year a working group on cooperation with resource supply organizations has been established under the Omsk City Administration, which solves in detail the issues faced by entrepreneurs when implementing investment projects. The Mayor's Office is currently developing a roadmap aimed at improving performance in the areas under its supervision. Oksana Fadina appealed to the ASI representatives with a request to organize meetings with the regions where the best practices were noted. She was promised to organize such meetings.

In his report, the Minister of Economy of the Omsk region Rasim Galyamov noted that the rating of the investment climate is often influenced by the mood of experts. "Last year, for the first time since 2012, the dynamics of investments in fixed assets in the Omsk region was positive - 104.6%. This is higher than the average for Siberia," the Minister of Economy of the region cited the data.

This year, by the decision of the head of the Omsk region, Alexander Burkov, an instrument for concessional lending to projects in the industrial sector was launched in the Omsk region, in particular, an industrial development fund was established on the basis of the regional microfinance fund. Other support tools are available to entrepreneurs, such as assistance in entering the markets of other countries and regions, consulting, legal support, rental of premises on preferential terms, guarantees for bank loans and microfinance.

Earlier, the Ministry of Economy announced the creation of two centers of attraction for businesses in the region, where entrepreneurs will be able to receive the full range of regional support measures. Such "centers of attraction" will be located on the Left Bank − in the regional Congress Hall, on the Right Bank - in the area of Bulatov, 100 and Chapaev, 111 streets.
