At a meeting of the working group on improving the region's performance in the National Rating of the investment Climate, led by Deputy Prime Minister Andrei Shpilenko, project cards for optimizing three blocks of procedures were approved.:
· access to road infrastructure;
·technological connection to water supply networks;
·technological connection to electric networks.
Currently, it takes 76 days for an investor to obtain consent for the construction or reconstruction of an abutment to the highway. By 2026, this figure is proposed to be reduced to 66 days. The key proposed changes are to accompany investors at the stage of preparing and submitting an application, which will avoid mistakes in filling out documents, and shorten the period for reviewing an application by the Omsk City Administration.
A comprehensive plan has been developed to accelerate the technological connection of facilities to the centralized water supply and sanitation networks of OmskVodokanal JSC from 178 days at the moment to 128 days in 2026. One of the key points is to create a template for the protocol of the meeting of the owners of the premises in the MCD, where all the necessary points for carrying out the work will be specified.
With regard to the period of preparation and approval of project documentation for the construction of a water pipeline in the Omsk region, the current procedure period is fixed at 60 working days, in 2026 it is planned to be reduced to 45 days.
Basic solutions:
· organize an internal audit of documents before submitting them to the project organization in order to exclude a return for revision;
· implement an electronic document management system for sharing project documentation;
·offer the investor the role of a subcontractor while maintaining quality control by Omskoblvodoprovod JSC.
The deadline for concluding a contract for connection to electric grids according to an individual project of Omskelectro JSC (over 150 kW) is 30 days, the plan for 2026 is no more than 15 days. Signing documents in electronic form will help to achieve this.
The participants of the working group supported all four project cards.
"I will clearly outline the format for further consideration of the roadmaps: first, you listen to business representatives – they assess whether the measures are sufficient or not. The working groups must include representatives of public business associations, people who have directly used the services of the organizations we are discussing with, and representatives of the Investment Development Agency. By order of the Governor of the Omsk Region, Vitaly Pavlovich Khotsenko, the agency is the single window for supporting investment projects," recalled Andrey Shpilenko, Deputy Chairman of the Government of the Omsk region.
Optimization of procedures will accelerate the implementation of investment projects that contribute to the creation of new jobs and generate new tax revenues to the regional budget.
