An educational program for employees of municipal administrations responsible for attracting investments is continuing in the Omsk region on the basis of the Omsk branch of the RANEPA Presidential Academy. The second full–time training module was held for investment authorized districts, dedicated to the key topic - "Preparation of an investment proposal for the territory".
It should be noted that the investment climate and the pace of development of the municipalities of the Omsk region directly depend on the professionalism and competencies of the investment commissioners. Systematic training of investment officers and the introduction of uniform work standards are an important part of solving the key task set by the head of the region, Vitaly Khotsenko, to improve the investment climate in the region.
The Omsk Region Development and Investment Agency team, led by CEO Svetlana Bazhenova, prepared a presentation for the audience that reveals the mechanisms for turning local resources into a ready-made "product" for business.
Svetlana Bazhenova elaborated on the content and purpose of the investment proposal as a fundamental document for dialogue with business. The students learned about the structure of the key sections, learned how to focus on the competitive advantages of the sites, analyze the resource base and build a strategy for finding a potential investor.
During the training, special attention was paid to modern digital tools designed to facilitate field work.
The experts presented the Rassvet investment proposal identification, formation and promotion system, developed last year. This mechanism was created in order to systematize the work of the region's investment team and provide investors with a transparent map of the region's opportunities with ready-made analytics, reducing the time needed to search and pre-evaluate projects.
Another important block was the discussion of the work of the feedback platform "POS Business". The speakers recalled that this tool directly connects the business community with the government. Through the platform, an investor can promptly receive advice, resolve an administrative issue, or report a problem that arises during the implementation of an investment project. The introduction of such a mechanism significantly reduces bureaucratic barriers.
Svetlana Bazhenova, General Director of the Omsk Region Development and Investment Agency, emphasized the importance of personnel strengthening at the municipal level: "High—quality training of investment commissioners is the key to the successful development of territories. We strive to ensure that every employee in the field not only knows theory, but also knows how to apply investor attraction tools in practice, speaks the same language with businesses and proactively works with requests. It directly depends on the competence of the commissioners how quickly and effectively a promising idea will turn into a real project that creates jobs and taxes."
Next, the third module, "Building effective Communications for project Promotion," is scheduled for May 12. It will be entirely devoted to "soft skills": participants will receive lectures and workshops on preparing for negotiations with investors, the art of argumentation, dealing with objections and complex contexts, as well as master classes on public speaking skills in front of the business community.
