How to accelerate the development of the region: Investment teams of the Republic of Mari El and the Omsk region exchanged experiences. 

Within the framework of the federal interregional professional development program "Managerial skills: development of regional teams", a working meeting of the delegation of the Republic of Mari El with the regional team of the Omsk region took place.

The meeting was attended by Denis Kushner, First Deputy Minister of Economic Development of the Omsk Region, Natalia Simanovich, Deputy Minister of Construction and Architecture, Svetlana Bazhenova, General Director of the Agency, Olga Filatova, First Deputy General Director, and Alexey Kukartsev, Head of the PPP Department.

The purpose of the visit is to share successful project management practices to improve the investment climate in the region.

Key issues discussed by colleagues from the two regions during the meeting:

Network connection dates: How to reduce the time for technological connection to gas networks as part of the implementation of roadmaps to improve the business climate by 2030.

National rating: What specific measures have significantly improved the region's position in the National Rating of the Investment Climate?

The agency's work from the inside: The structure, the functionality of the staff and the KPIs of the department. Which specialists are needed to support projects and which IT programs are used to monitor their status.

Financial support: Regional business assistance tools (subsidies, grants), the amount of funds from regional and municipal budgets, as well as the number of companies that have already benefited from government support measures.

Infrastructure projects: The experience of using public-private partnership (PPP) mechanisms and concessions in the construction of social and industrial facilities.

"Packaging" of sites: The procedure for preparing land plots for investors — from selecting land to resolving issues with communal infrastructure.

Work standards: Implementation and updating of Regional and Municipal investment standards, work with investment commissioners in municipalities.

Business service: Optimization of the investor's "client path" — simplification of procedures for obtaining permits and reduction of bureaucratic barriers.

Svetlana Bazhenova, Director General of the Omsk Region Development and Investment Agency, stressed the importance of such meetings:

"The exchange of real management experience between the regions is especially appreciated today. When we sit down at the same table with colleagues from other regions, we are not talking about theory, but about live cases.: where exactly is an investor "stumbling", how to save months on approvals, and which financial instrument has worked here and now. It is this kind of honest dialogue that allows us to replicate best practices and achieve national development goals faster."

The Management Excellence program, implemented by the RANEPA in cooperation with the Russian Ministry of Economic Development, is aimed at building strong management teams in the regions. Based on the results of such internships, participants develop ready-made action plans to improve the business climate in their regions of the Russian Federation.
