Cluster policy of the Omsk region was discussed at the Congress of the leaders of the "Support of Russia"

The second day of the All-Russian Congress of Business Leaders "Pillars of Russia" was held today in the regional Congress Hall. The event brought together more than 450 entrepreneurs from 50 regions of the country, government officials and the banking community.

As part of the business program, the session "Development of regional industrial clusters as a tool for increasing labor productivity and increasing the investment attractiveness of regions" was held. The moderators of the site were the Deputy Chairman of the Government of the Omsk region, the representative of the Omsk region to the Government of the Russian FederationAndrey Shpilenko. The session was attended by representatives of executive authorities, business support, as well as entrepreneurs working in various sectors of industry.

"A lot of work has been done in the field of the cooperative industry. This year, 12 industrial clusters have been created, and 2 more clusters are being checked for compliance with the requirements established by the Government of the Russian Federation. It is important for all participants to understand the key: industrial clusters are not an import substitution mechanism, industrial clusters are a mechanism for increasing competitiveness of products by removing the barriers that enterprises have. And they can be both financial and non-financial. A specialized organization of industrial clusters, operating on the basis of the Omsk Region Industrial Development Fund, identifies the barriers to each redistribution and helps to solve these problems," the deputy chairman of the regional government said in his speech.Andrey Shpilenko.

Within the framework of the session, the second meeting of the working group on improving the competitiveness of enterprises participating in the industrial cluster of light industry was held. Director of the Omsk Region FRPSvetlana Bazhenova spoke in her report about the factors holding back the growth of production in the industrial cluster, the opportunities to enter new markets, as well as the labor needs of enterprises. Colleagues from the Republic of Tatarstan shared the best practices for the development of industrial clusters.

General Director of the Omsk Region Development and Investment AgencyEvgeny Kovtun noted that at the moment, work is underway with two members of the cluster - the Agency's specialists are selecting land plots for the implementation of investment projects.

Following the results of the session, it was decided to offer educational services to enterprises participating in industrial clusters of the Regional Competence Center of the Omsk region.

"The national Labor Productivity project has certain criteria for participation, one of them is the company's revenue of 400 million rubles. Not all enterprises meet this condition, but the management of the enterprise has a desire for changes. In this case, the Omsk region RCC can offer its commercial services: conducting training courses "Factory of production processes", "Factory of office processes", and in the new year, and "Factory for equipment changeover". All these trainings help to achieve effective and cost-free improvements in the workplace, to identify the links between improvements and the overall economic performance of the organization," said the director of the Omsk Region RCCMaxim Shulgat.

The session participants will continue to work with industrial enterprises of the Omsk region, which are part of the cluster, in order to remove barriers hindering the development of production and the release of new products.
