The Ministry of Economy has identified priority areas for 2017

Project management will become the mechanism for achieving goals in these areas.

The Project Office for the implementation of the Strategy of Socio-economic Development of the Omsk region continues its work. In accordance with the tasks assigned to him, five main stages of his work have been identified, two of which have already been completed: "Assessment of the preliminary results of the Strategy implementation" and "Analysis of "problematic sectors" and development directions". To date, the Project Office is in the process of developing a mechanism for its implementation, which is becoming project management.

"Project management is not a magic wand that we wave, launch projects, appoint managers, and everything will play out on its own. It is a tool to be more effective in difficult conditions that are dictated by economic and political conditions. Now we need to work not to fulfill the assignment, but to get results. No one guarantees that the project will lead to the expected goals, objective risks can make their own adjustments to the projects and, accordingly, the expected results. However, the difference between working in a project is personal participation and ownership of the issue from the beginning of setting goals to the completion of the project, from an assignment in which a process–based task is being performed, while participants may change, and with this, a holistic understanding of the issue. The process ends with "consideration of the issue" and "urgency," and the project reflects effectiveness, personal effectiveness and teamwork within the established time frame," said Oksana Fadina, Minister of Economy.

In December 2016, regulatory legal acts regulating the activities of the Omsk Region Government within the framework of project management were approved. According to the accepted documents, the project will be implemented by a project team, which is formed from government officials who perform certain roles in the project, and each department will have its own project office. Projects can be priority, internal and external. At the same time, all projects should be closely linked to the Socio-Economic Development Strategy in terms of their goals and objectives, and regardless of their level, they will become tools for its implementation.

The Ministry of Economy is completing the stage of forming priority projects aimed at growing the competitive economy of the Omsk region. There are 15 such projects in total. Some of the projects are the tasks set by the Governor of the Omsk region, Viktor Nazarov, in the budget message for 2017.

Thus, the Ministry of Economy has identified the following areas of work as priorities:

- "Implementation of the Project Office for the implementation of the Strategy of socio-economic development of the Omsk region until 2025",

- "Improvement of the social nutrition system in the Omsk region",

- "Construction of educational facilities based on the conclusion of a state contract and the mechanism of public-private partnership",

- "Creation of the Solnechny Industrial Park",

- "Implementation of the MHI assessment system to promote competition and ensure conditions for a favorable investment climate",

- "Introduction and implementation of the procedure for interaction of the executive authorities of the Omsk region to improve the position of the Omsk region in the assessments (ratings) of the subjects of the Russian Federation",

- "Ensuring the attraction and effective use of federal budget funds in 2017",

- "Implementation of a system for evaluating the effectiveness of industrial cluster development in the Omsk region",

- "Integrated development of the single-industry town of the Krasnoyarsk urban settlement of the Lyubinsky district of the Omsk region",

- "Improvement of control and supervisory activities",

- "Development of Business-MFC activities",

- "Small business and support for individual entrepreneurial initiative",

- "International cooperation and export",

- "Implementation of performance assessment of employees of the Ministry of Economy".

"Plans may not work, they may undergo changes, they need to be adjusted, because the external environment is mobile. And when executing a project, the initiative of employees and a system are needed that would allow these active people to work and bring results. We won't be able to work the way we used to, and we shouldn't. After all, the Governor has made it clear that either we change and develop, or we stay in place, and someone gets a yellow card. Therefore, there is always a choice," Oksana Fadina emphasized.

It should be noted that the projects of the Ministry of Economy will become pilot projects for the implementation of the main modules of the project management information system, which will take place in January 2017.
