This work is being carried out to expand lending by banks to SMEs and increase the volume of investment loans to small and medium-sized entrepreneurs. Subsidies are distributed in accordance with the Decree of the Government of the Russian Federation No. 674, which defines a new program of preferential lending to SMEs as an additional mechanism to the "6.5 Program".
More than 350 million rubles have been allocated for implementation in 2017. The total volume of loans granted to SMEs under the Reimbursement Program in 2017 should amount to 50 billion rubles.
The amount of the subsidy under the Reimbursement Program for credit institutions will be calculated based on the difference between the value of the key rate of the Bank of Russia (9%) on the date of payment of the subsidy and the value of the interest rate set by the Bank of Russia under the 6.5 Program.
Loans to SMEs are provided on terms similar to the 6.5 Program. Only loans for investment purposes issued under the following conditions will be eligible for compensation: the rate for medium and small businesses is 9.6% and 10.6%, respectively, the loan term is up to 5 years, the loan amount is from 5 million rubles to 1 billion rubles.
The list of authorized banks under the Program includes Sberbank of Russia PJSC, VTB Bank (PJSC) and Rosselkhoznadzor JSC.
