At the board of the regional Ministry of Economic Development, he identified priorities for the future

As the head of the Omsk region noted, the gross regional product of the region showed growth and amounted to 1 trillion 200 billion rubles, and the volume of investments – 226 billion. The governor set the task of further increasing the number of investment projects and economic indicators. 

In addition, speaking about the results, Vitaly Khotsenko said that the number of small and medium-sized businesses increased by 1,400 units. Retail trade turnover increased by more than 6%, and the volume of paid services increased by 3%. Large-scale investment projects are continuing to be implemented in the Omsk Region, infrastructure is actively developing and small and medium-sized businesses are being supported. 

The Governor drew attention to the fact that the number of new investment projects, as well as the volume of investments and the number of jobs created should grow progressively. To do this, he set a number of new tasks. Firstly, it is the expansion of the territory of the Avangard special economic zone. The relevant application should be prepared this year. 

Secondly, it is necessary to continue the implementation of the municipal investment standard. The Ministry of Economic Development, together with investment commissioners, should draw up new investment profiles of the districts, taking into account current national projects and federal support measures.

Thirdly, the Omsk Region's position should rise in the National Rating of Investment Attractiveness and in the rating of quality of life, which are formed by the Agency for Strategic Initiatives. 

Anna Negoduiko, Head of the Ministry of Economic Development of the Omsk Region, spoke in more detail about the situation in the region's economy and measures of state support for business. In particular, she noted that according to the results of the National Rating of investment Attractiveness of the Russian SEZ, the Avangard special economic zone entered the top ten in the country, rising two places. In 2024, 4 new residents appeared in the SEZ. The total investment volume for the projects is about 40 billion rubles.

According to the results of the Rating of the subjects of the Russian Federation in terms of the level of development of public-private partnership, the Omsk Region took 1st place among the subjects of the Siberian Federal District. The Omsk Region is also among the top 10 regions of Russia in terms of evaluating project implementation experience, and in the TOP 7 in terms of investments in PPP projects. The involvement of the private sector, thanks to business experience in project and resource management, allows projects to be implemented faster and more efficiently.

An important area of work is the support of small and medium–sized enterprises (SMEs). Last year, 248 million rubles were allocated for this purpose as part of the national project. The region was able to ensure the decent functioning of this business infrastructure. In 2024, the number of SMEs increased by 2.2%, and the number of self–employed by 1.4 times. 

In addition, the Omsk Region has developed a regional export development program until 2030. According to the results of the defense, the program topped the top 3 best regional programs according to experts.

A new cycle of national project implementation has started this year. With the active participation of the Project Office, 43 passports of regional projects were developed in a timely manner, through which the Omsk Region participated in the implementation of 13 national projects.
