The Working Group on Bank lending to regional investment projects considered issues of financial support in 2017.
In the regional Congress Hall, the Omsk Region Development and Investment Agency held a meeting of the working group on bank lending to regional investment projects, including those implemented with the involvement of government support measures.
The event was attended by representatives of banking structures, ministries of the Omsk region and the business community.
During the meeting of the working group, the participants discussed problematic issues related to lending to investment projects, as well as lending to small and micro businesses in the Omsk region engaged in the agricultural sector.
"For large enterprises planning to implement investment projects, a government support tool has been created and is working in the form of loans under the 6.5 Program, which we all know about, but the issue of attracting borrowed funds by small businesses remains relevant. Today we invited Pavel Konstantinovich, Head of the Department of Economics, Finance, Accounting and Taxation of the Ministry of Agriculture of the Omsk Region, to discuss the need for our assistance to Omsk agro-industrial enterprises using a new preferential lending mechanism," concluded Vadim Savitsky, General Director of the Omsk Region Development and Investment Agency.
As Pavel Moskovets explained, since the beginning of the year, the region has implemented a mechanism for preferential lending to organizations and individual entrepreneurs engaged in the production, primary and (or) subsequent (industrial) processing of agricultural products and their sale, which assumes an interest rate of at least 1.5% and no more than 5%. The requirements for borrowers are standard - they are not in the process of reorganization, liquidation stage and do not have restrictions on business activities, have the status of a tax resident of the Russian Federation, be registered in the territory of the Russian Federation, as well as the absence of initiated insolvency (bankruptcy) proceedings and overdue (unresolved) arrears in taxes, fees and other mandatory payments to the budget and extra-budgetary funds.
To obtain a preferential loan, you must contact an Authorized bank, there are 25 of them in total. These are Rosselkhoznadzor, Sberbank, VTB (PJSC), ALFA-BANK, Gazprombank, Promsvyazbank and others. Detailed information about the banks can be obtained from the regional Ministry of Agriculture or the Agency for Development and Investment of the Omsk Region.
The mechanism for attracting financing assumes that a borrower who applies to the bank with a package of documents for a loan must also meet the requirements and conditions of preferential loans. After making a decision on lending, the bank sends to the Ministry of Agriculture of Russia a register of those enterprises that apply for this type of financial support. After receiving confirmation from the Ministry of Agriculture of the Russian Federation on the company's compliance with all requirements and if the budget allocation limits are sufficient, procedures are carried out for the bank to include the borrower and the loan in the Register of Borrowers and conclude a loan agreement between the bank and the borrower on preferential terms. The provision of funds must begin within no more than 60 days.
According to the regional Ministry of Agriculture, as of February 27, the Ministry of Agriculture of the Russian Federation made a positive decision to attract 143.5 million rubles. subsidies under this Program.
Igor Zhurikov, Vice President of the Omsk Regional Union of Entrepreneurs, invited the participants of the working group to discuss measures to improve the effectiveness of cooperation between financial institutions and small and medium-sized businesses in the process of reviewing and making decisions on financing regional investment projects and other bank credit products.
According to Igor Alekseevich, an accredited credit provider can take over the task of bringing documents in line with the requirements of banks. This practice is now spreading in the central regions of the country.
"A credit provider does not provide a guarantee of obtaining a loan, it guarantees that the loan application and applications will be completed to the maximum possible for this particular entrepreneur and loan product. The loan provider is accredited by the bank: the bank verifies its qualifications, the provider is privy to all the requirements for the loan application and documents of the borrower. Similar services exist in some Russian cities," Igor Zhurikov emphasizes.
Following the results of the working group, the participants agreed to evaluate the possibilities of organizing such professional counseling, which can be implemented by a credit provider. This increases the chances of obtaining a loan from regional enterprises that do not have specialists involved in preparing enterprises for lending.
