The volume of investments in fixed assets of investment projects in the Omsk region increased by 16 %

The construction of the Solnechny logistics Park with a project production capacity of about 200,000 m2 of warehouses, the commissioning of the Cosmos Hotel and the 50/60 4* hotel, and the housing construction of modern neighborhoods in accordance with the "city within a city" concept are large-scale projects implemented by the Omsk Region Development and Investment Agency. The Agency talked about working with investors and restarting operations in 2023.

The Omsk Region Development and Investment Agency cooperates with investors on a one-stop-shop basis. Our specialists provide assistance at all stages of the implementation of investment projects, from site selection to the moment of production launch or commissioning. They conduct investment consulting and monitoring of the implementation of investment projects, and select partners based on the priorities of the companies' activities.

According to Evgeny Kovtun, Director General of the regional Agency for Development and Investment, the volume of investments in fixed assets in the Omsk region in 2023 amounted to 6.1 billion rubles, which is 16% more than in the previous year. These are not only big numbers, but also painstaking work with investors. The specialists have 57 investment projects under support, of which 14 new ones have been signed with the Agency and 8 with the Government of the Omsk Region. More than 500 consultations have been provided on the implementation of investment projects, the search for and attraction of investments in projects of Omsk enterprises. To date, 367 new jobs have been created in the region in 2023 due to the implementation of investment projects.

Among the landmark projects of 2023, it is worth noting the construction of the Solnechny logopark with a total investment of 12.6 billion rubles. The G sector, a universal warehouse for food and non-food products, was put into operation at the facility, where X5 Group's distribution center for the Pyaterochka retail chain with an area of about 30,000 m2 was one of the first to be launched. At the moment, the construction of the second and third stages of the construction of sectors "B" and "C" is underway. Completion of the construction will ensure the creation of more than 2,500 jobs and over 1.1 billion tax deductions to all levels of the budget each year. The next step is the opening of distribution centers for the Krasnoe&Beloe, Yandex and Ozon retail chains.

Large-scale housing construction continues in the region. Thus, the developer "Lingonberry" with the project "Quarters of Dravert" received a construction permit for the second stage. The Etalon company, which is engaged in the construction of the Zelenaya River microdistrict in accordance with the "city within a city" concept, has received permission to build a closed-type parking lot with an attached collapsed part, and also continues to actively erect housing developments in the Kirovsky district of Omsk. The specialized developer Dogma-Omsk will continue building the Snegiri microdistrict on Moskovka in 2024, and the Omsk contractor Stroybeton has received permission for the construction of 9 multi-storey residential buildings in the Amursky microdistrict this year.

During 2023, the Omsk Region investment portal was upgraded. The portal has updated the registers of investment projects and projects implemented within the framework of public-private partnership, as well as updated information on investment passports of municipalities for the development of investment sites, attracting residents and promoting the potential of the districts of the Omsk region. In addition, the Investment Portal has implemented useful business services: "Navigator of support measures", "Investor's Guide", "Investment Card", "Site selection", "feedback" forms and an online chatbot.

We are constantly working on optimizing services and tools, as well as updating data so that any investor can quickly and conveniently obtain the necessary information. By visiting the portal, a businessman receives information about the investment proposals of the region, gets acquainted with the socio-economic situation, the specifics of each territory of the region and free investment sites," said Evgeny Kovtun, the Agency's CEO.

As part of the relaunch of the Omsk Region Development and Investment Agency, 4 strategic sessions were held under the leadership of Andrey Shpilenko, Deputy Chairman of the Omsk Region Government and representative of the Omsk Region to the Government of the Russian Federation. The team has carried out in-depth work: the Agency's strengths and weaknesses have been identified, opportunities have been formed, key performance indicators for 2024 have been established, synergy with representatives of medium and large businesses in the Omsk region, executive authorities and parliamentarians has been strengthened, vectors and development plans have been outlined.

Also, as part of a series of strategic sessions, the Agency's specialists participated in events led by the Ministry of Economy of the Omsk Region to improve the investment climate through the Regional Investment Standard (RIS), which includes a list of investor support tools. Thanks to the introduction of RICE, the Omsk authorities plan to attract more than 320 billion rubles of investment into the region's economy by 2030.

It should be noted that as part of the implementation of the Regional Investment Standard in the region, business associations have successfully confirmed the introduction of the "Organization for attracting investments and working with investors" element.
