The Omsk Region Development and Investment Agency is actively working with investors on a one-stop-shop basis. With the support of Governor Vitaly Khotsenko and the economic unit of the regional government, the volume of investments in fixed assets in the Omsk region in 2024 for investment projects supported by the Agency amounted to 16.9 billion rubles, which is 25% more than in the previous year.
The specialists of the Omsk Region Development and Investment Agency provide assistance at all stages of the implementation of investment projects, from site selection to the moment of production launch or commissioning. The main objectives of the Agency are to attract investments to the region, reduce administrative barriers, and create and promote a positive investment image of the Omsk region.
The Agency is accompanied by 64 investment projects, 31 project implementation agreements were concluded in 2024. Specialists provided more than 700 consultations on the implementation of investment projects, selection of vacant land plots, search and attraction of investments in projects of Omsk enterprises. To date, 238 new jobs have been created in the region thanks to the implementation of investment projects.
Among the landmark projects of 2024 that are being supported by the Agency, it is worth noting the active construction of the Solnechny logistics park, the implementation of large-scale housing projects Green River, Dravert Quarters, Amursky-2, as well as investment programs of Omsk industrial enterprises.: NPO MIR LLC, Khrunichev State Scientific and Scientific Research Center JSC, Planeta Center LLC, AVA Plus Two JSC, NPP Spetstech LLC.
A new digital service "Investor's Personal Account" has been developed and put into operation on the Omsk Region investment portal. This service will reduce temporary administrative costs during the implementation of projects, help to receive prompt feedback, and also increase the responsibility of officials issuing certain permits.
The Investor's Personal Account is one of the components of the region's updated Regulations for Supporting investment projects based on the "one-stop shop" principle, which was approved by Governor Vitaly Khotsenko. The service helps to implement an investment project as transparently and barrier-free as possible. Also, on the investment portal, an entrepreneur can always choose state support measures, familiarize himself with the procedure for connecting to the infrastructure, pre-select a site and check it for urban planning restrictions on the investment map of Russia," said Evgeny Kovtun, General Director of the Omsk Region Development and Investment Agency.
In 2024, the institute of investment officers in municipal districts was introduced to help investors implementing projects in the Omsk Region. These specialists conduct a comprehensive analysis of investment projects, provide operational assistance in their implementation, and formulate proposals to reduce administrative barriers in the region.
During the year, a series of strategic sessions was held for the investment team of the region under the leadership of Andrey Shpilenko, Deputy Chairman of the Government of the Omsk Region and representative of the Omsk Region to the Government of the Russian Federation. The team has carried out in-depth work: the Agency's strengths and weaknesses have been identified, opportunities have been formed, and key performance indicators for 2025 have been identified. The experience of conducting surveys, analysis and strategic sessions was shared with the investment representatives. Specialists have begun extensive work on reformatting and supplementing investment profiles to increase the investment attractiveness of municipalities. The protection of updated documents will begin in February 2025.
In 2024, the Omsk Region investment team visited Tyumen to exchange best management practices when interacting with investors. The Omsk Region met a delegation from the Novosibirsk Region in a similar format. The colleagues were presented with business support structures, investment project support mechanisms and existing support measures, as well as guided tours of advanced industrial enterprises.
The Agency's specialists took part in the St. Petersburg International Economic Forum 2024, the XX Forum of Interregional Cooperation between Russia and Kazakhstan, were trained to improve the quality of implementation of the regional investment standard, and improved their qualifications through the educational program "Financial Modeling in PPP Projects: Practical Aspects" from the National PPP Center.
"Over the past year, the Agency has achieved tangible results that have laid a solid foundation for plans for 2025. First of all, the time frame for receiving information from the RSO has been shortened, and the implementation of "road maps" of ongoing projects has been monitored on an ongoing basis. A new mechanism for working with businesses next year will be the launch of the Omsk Region Investor Club. This Club will be a constructive platform for the exchange of experience and the establishment of strong business ties between current and potential investors, government officials and the expert community, and not just a formal association. In addition, the Agency will strengthen its efforts to promote the investment potential of the Omsk Region, including at the international level. It is planned to organize presentation events in Kazakhstan, China and other friendly countries," said Deputy Chairman of the regional Government Andrey Shpilenko.
