Today, on August 15, the regional Public Relations center hosted a meeting of the public headquarters under the Ministry of Economy of the Omsk Region dedicated to the implementation of the May Decree of the President of Russia No. 204.
The meeting was attended by representatives of government authorities, business associations, municipal districts of the region, as well as heads of companies.
"For 6 months of 2018, the main positive results characterizing the socio-economic development of the Omsk region were: an increase in the output of certain types of industrial and agricultural products, an increase in tax and non−tax revenues to the consolidated budget of the region, as well as maintaining a stable situation in the consumer market," the Minister of Economy of the Omsk region summed up the results of the half-yearRasim Galyamov.
Thus, the retail trade turnover in January – June 2018 was 157.2 billion rubles, which is a 101.2% increase compared to the same period in 2017. The average monthly salary of employees of organizations in the Omsk region in January – May of this year is 32,363.5 rubles, which is 14.2% higher than the level of the same period in 2017. In January – May of this year, the consolidated budget of the region received 29.9 billion rubles of tax and non-tax revenues, which is 104.5% more than in the same period of 2017.
"If we talk about the small and medium-sized business sector in the region, then according to the Federal Tax Service for the Omsk region, as of August 10 this year, it is represented by 67 thousand 300 entities employing almost 193 thousand employees. Compared to last year, the number of registered business entities increased by 4.4%," he notedRasim Galyamov.
The Minister of Economy stressed that tasks for the development of the business sector have been formed at the federal level. First of all, this is an increase in the number of people employed in small and medium-sized businesses and individual entrepreneurs to 25 million people, that is, an increase of 30% to the current level. In addition, it is planned to expand the share of the small and medium-sized business sector in non-primary exports, increase bank lending and purchases from state-owned companies.
To achieve these objectives, the Ministry of Economic Development of Russia has prepared a draft passport for the national project. The stages of the formation of a policy to support business in the regions have been identified.
"In fact, this is already the fourth stage of the reconfiguration of federal policy in the field of support for small and medium-sized businesses. And it should be noted that already at the second stage, guarantee and microfinance funds, business support centers, export centers, and social innovation centers appeared and proved their effectiveness in most regions. The Omsk region is no exception, our region has entered the TOP 30 regions, where all the necessary basic business support infrastructure has been created," he clarifiesRasim Galyamov.
By the way, as part of the third stage in 2016-2017, regional business incentive systems were reconfigured with an emphasis on infrastructure elements, with a reduction in direct subsidies and increased support for bank lending. And currently, another transformation has been proposed at the federal level in the format of a national project.
The passport of the national project provides eight directions. The active participation of regional and municipal government bodies and business support infrastructure organizations is expected in each of the areas.
"Today we propose to discuss the most important components of the national project, to understand which blocks we need to strengthen our work on, which business needs are not included in the national project, and what we can additionally formulate to the federal authorities," the Minister of Economy of the region addressed representatives of business associations and businessmen.Rasim Galyamov.
Three blocks were discussed within the council: improving business conditions, expanding business entities' access to financial resources, and a system to support exporters. In each of the blocks of the Ministry of Economy, proposals of the Omsk region were formulated, which were actively supported by experts, namely business representatives.
In particular, Svetlana Gonenko, a member of the Omsk Chamber of Commerce and Industry, General Director of Omskstroyproekt CJSC, drew attention to the problem associated with the transfer of residential premises to non-residential ones. The problems of legislative consolidation of the concept of "social entrepreneurship", the availability of financial resources and other relevant issues were discussed.
As a result of the discussions, proposals were formed to include the following areas in the passport of the national project: countering illegal entrepreneurship, consolidating the concept of "social entrepreneurship", legislative regulation of the issue of transferring residential premises on the first floors of residential buildings to non–residential premises, excluding the requirements of the Ministry of Finance of the Russian Federation to reduce subsidies for regional expenditures on support or tax preferences for small businesses, maintaining preferential financing through credit lines, based on the amount of the remaining loan debt, the introduction of cost co-financing when opening representative offices and trading houses of the regions abroad.
"I would like to emphasize that a national project for the development of small and medium-sized businesses will be finalized in the near future. And the most important thing for all regions is not to lose the positive developments and practices that already exist, as well as to promote proposals at the federal level that will really accelerate the development of the small and medium–sized business sector," he addressed the audience.Rasim Galyamov.
