Omsk region presented a comprehensive strategy for the development of creative industries

The Agency for Strategic Initiatives in Moscow hosted a presentation of regional strategies for the development of the creative economy until 2030. The event was attended by 13 subjects of the Russian Federation, including the Omsk region.

The Omsk strategy is based on detailed analytical work. The first step was the formation of a "digital map" of the sector based on the data of the Federal Tax Service according to the OKVED codes. The second step was qualitative — large-scale sessions with industry representatives were held, where the key was to rethink the concept: the creative industry was designated as the sphere of creating a unique product with a commercial perspective and market value. This study revealed the structure of the sector in the region. 

Today, gastronomy is statistically predominant, which is an important starting point for development. In second place is a cluster that unites the field of software, architecture, urban studies and performing arts. 

"We rely on facts. The share of creative industries in the gross regional product of the Omsk region today is 3%. Our clear goal is to double this figure, reaching 6% by 2030. And we are confidently moving towards this, relying not only on bright projects, but also on systematic measures," said Andrey Shpilenko, Deputy Chairman of the Omsk Region Government.

Such projects include traditional IT forums and digital technology festivals. Special attention was drawn to unique initiatives such as Siberian Ethnika, which demonstrates the territory's powerful cultural code, as well as being recognized as one of the best fashion schools in the country, whose graduates successfully work in leading Russian fashion houses. 

The presented strategy includes several system blocks to achieve this goal.: 
Infrastructure creation: It is planned to create at least three creative clusters, two of which (in the IT sphere) are already in a high stage of implementation on the basis of technoparks, and one will be interdisciplinary. 
Creative Industries Export System: This is the core of the strategy, which consists of two interrelated parts.: 
· Launch of a digital cooperative platform to promote the products of creative entrepreneurs.
 · Implementation of an interdepartmental mechanism with personal KPIs (in monetary terms) for relevant ministries for the export of creative products. The results of the ministries' work will be evaluated in real time at the Export Council under the leadership of the Governor. 
Personnel and competence development: A Creative Entrepreneurship Competence Center will be established at Omsk Polytechnic University to train specialists in project promotion and commercialization skills. 
Promotion in the domestic market: A single digital platform will be developed for tourists and residents - "afisha", aggregating all the events of the region. 
Significant tools for all regions were also presented at the event: an updated version of the Regional Standard for the Development of Creative Industries (Standard 2.0) and the Macroeconomic Model for the Development of the Creative Economy of the Far Eastern Federal District, Russia's first integrated approach to scaling the sector at the interregional level.
