Thanks to the development of the non-governmental sector in the field of preschool education in the Omsk region, the queue for kindergartens for children from 3 to 7 years old has been eliminated.
Recall that the Omsk Region presented its experience in the regional development of social entrepreneurship at the Leningrad Business Forum "Energy of Opportunities". As part of a discussion platform dedicated to expanding government access to new players to implement private practices in education, Denis Kushner, Deputy Minister of Economy of the Omsk Region, spoke about the region's successes in developing social entrepreneurship and the non-governmental sector in the field of preschool education.
"Since 2013, thanks to the state support implemented in the region, the number of private kindergartens has increased almost 5.5 times from 14 to 79. More than 2,700 places in kindergartens and 1,000 jobs have been created. The queue for kindergartens for children from 3 to 7 years old has been eliminated. Organizations in the field of preschool education are successfully operating in the region, creating jobs, while fulfilling a social function," explains Denis Kushner.
Last year, President Vladimir Putin set the task of increasing the access of the non-governmental sector to the provision of state and municipal services. The Omsk region focuses on this by stimulating socially oriented projects, including by providing financial support. This year, the head of the region, Alexander Burkov, decided to resume direct financial support to businesses in the form of subsidies and grants, which are provided exclusively from the regional budget.
"We have announced the previously proposed practice of introducing a system for issuing state certificates for a child's placement in a preschool institution, which would allow parents to choose whether to come to a private kindergarten with this certificate or to a state one. Other regions support the idea, we are waiting for the decision of the federal authorities," says Denis Kushner, Deputy Minister of the Ministry of Economy of the region.
It should be noted that during the report, the regional department presented several regional projects. In particular, the private kindergarten "Arbuz", located in Omsk, which is represented by four branches with 640 places. The initiator of the project is the educational organization "Harmony School" with 100 places, employed. By the end of 2017, the company's revenue amounted to more than 50 million rubles. The second example is the private kindergarten "Umnitsa". Omsk has 4 branches with 365 locations. The Umnitsa Classical Gymnasium with 150 places has been opened. In the near future, it is planned to open a 5th kindergarten with 100 places with a priority focus on "improving the health of children." The company's revenue is more than 70 million rubles. The private development center "Skazka" and the Montessori center "Smart Ptah" were also presented.
The Omsk Region has become the traditional venue and organizer of the Innosib International Forum. This year is no exception. The forum is scheduled for October 17-19. The theme of this year's forum is priority national projects as an action plan for social entrepreneurs and socially oriented non−profit organizations. Experts from 18 foreign countries and representatives of at least 30 subjects of the Russian Federation are expected to arrive in the Omsk region. At least 1,000 guests are expected to attend INNOSIB in 2018.
