Omsk region took the 16th position out of 85 subjects of the Russian Federation in the rating, improving its place in the rating by 6 positions compared to 2016. And it was awarded the "High Transparency" certificate, which indicates the high openness of the region's public procurement market.
The Procurement Transparency Rating is a comparative analysis of the largest government and corporate structures in order to assess the current level of transparency and effectiveness of procurement systems of national market participants. There are five transparency categories in the rating: guaranteed, high, medium, basic and low transparency, which characterize the maturity and quality of procurement processes. The levels of guaranteed and high transparency form the area of positive ratings, while the levels of basic and low transparency form the area of negative ratings. According to the rating results, 34% of regional-level customer purchases can be considered transparent. 36% of the regions are located in the neutral zone. 30% of regional-level customers are marked by extremely low transparency.
For more than ten years, the National Procurement Transparency Rating project has been a tool for public monitoring of the effectiveness of spending by government and corporate customers, the scale and degree of corruption in the Russian procurement market, increases the discipline of customers in organizing and planning their activities, and is widely published in the media.
