Today, on January 25, at a meeting of the Council for Investment and Competition Development under the Governor of the Omsk Region, the issue of executing the instructions given at the council meetings in 2016 was considered.
"I ask the speakers in their speeches to outline the progress of the implementation of the most important instructions and recommendations, but at the same time not to avoid acute issues related to the non-implementation of council decisions, if any. I would like to note right away that the number of meetings, meetings and other bureaucratic events held is not the result of work. I ask you to focus on specific facts: the number of projects in clusters, the number of jobs created, and the days shortened to receive a document," the Governor of the Omsk Region said at the opening of the meeting.Victor Nazarov.
In 2016, four meetings of the Investment Council were held, following which 45 instructions and recommendations were given to executive authorities and local governments, as well as organizations. Economy Minister Oksana Fadina noted that some points of the council's decisions had not been implemented.
"This concerns the recommendations of the Omsk Administration on the development of a gas supply scheme for the city as part of the Master Plan, the formation of industrial clusters in the Omsk region in terms of submitting proposals for the formation of a cluster of high-tech components and systems and a timber cluster," explained unfulfilled instructions. Oksana Fadina.
The Minister further spoke about the results of the execution of 13 orders given by the Ministry of Economy on the development of competition in the region, on the activities of the banking sector in terms of interaction with investors.
"Banking statistics for the year are still being formed, so there is no complete picture. However, according to the data for 9 months, significant changes in the business lending sector can be noted. The volume of investments of large and medium–sized organizations due to loans increased by more than 2 times: from 1,345.8 million rubles in January - September 2015 to 2,913.6 million rubles in the same period of 2016. The volume of loans granted to individual entrepreneurs increased by almost 15 percent," she sharedOksana Fadina.
In addition, a working group on bank lending to regional investment projects in the Omsk region has been formed on the basis of the Agency for Development and Investment. The Group's activities are aimed at addressing problematic issues related to lending to investment activities and the introduction of instruments for securing investment loans.
To improve the quality of preparation of investment projects submitted to banking institutions to attract credit resources, cooperation agreements have been concluded between the Agency and the participating banks of the working group: NGO Omsk of the Novosibirsk branch of PJSC Bank Otkritie FC, NGO in Omsk of the Branch of PJSC VTB Bank in Krasnoyarsk, Omsk Regional Branch of PJSCRosselkhoznadzor", NGO "Omsk" of the Siberian branch of Promsvyazbank (PJSC) and Gazprombank Branch (JSC) in Omsk. Under these agreements, the Agency assists initiators of investment projects in preparing a business plan and a package of documents for submitting loan applications to banking institutions.
