The volume of industrial production in the Omsk region is gradually recovering after the crisis at the macro level. The trend of "recovery" in industry at the end of the year is also confirmed by the current dynamics of industrial production indices. In 4 months, the growth was 3% compared to the same period last year, which is significantly higher than the Russian average of 0.7%. Such data was provided by the Governor of the Omsk region, Viktor Nazarov, in a report on the results of his team's work over the past year. "The development of industrial production, the production of high–tech and import-substituting products is a priority for the Government of the Omsk region," said Governor Viktor Nazarov.
A cooperation agreement has been signed with the Federal Fund for Industrial Development. The Fund has decided to provide a loan of 300 million rubles to finance the Omsk phenol production project, which will allow it to resume production at a new technological level, meet the needs of not only the Russian market, and export products abroad. And these are real investments, jobs and tax revenues. Already this year, the Foundation took the next step - it approved another application from the Omsk company for the production of flexible packaging.
"Now we are reaching a new level of cooperation with this federal structure. A decision has already been made to establish a regional industrial development fund. It is planned to provide joint targeted loans at 5% per annum to enterprises that modernize or create modern production facilities. Another advantage of the creation of the regional fund is the stimulation of the inflow of investments into the development of industry. The fund's work will be focused not only on large enterprises, but also on medium and small businesses," said Governor Viktor Nazarov.
The head of the Omsk region considers the completion of the formation of petrochemical and agrobiotechnological industrial clusters to be a significant result of the past year. They are included in the register of industrial clusters and specialized organizations of the Russian Ministry of Industry and Trade, which is another step towards increasing the competitiveness of the regional economy and makes it possible to attract federal funding.
"We are leaders in this area. So far, only 18 clusters have been registered in the federal register. And two of them are Omsk, and one of the largest in terms of investments. The petrochemical cluster includes 15 enterprises with a shipment volume of 47 billion rubles. The agrobiotechnology cluster brought together 17 organizations. The volume of sales of their goods and services exceeded 8 billion rubles last year," Viktor Nazarov told the deputies.
Governor Viktor Nazarov considers the production of catalysts, which began last year, to be one of the largest, most significant and most promising projects in industry. This large-scale project is of particular importance for the Russian import substitution program, as today most refineries purchase catalysts abroad. The second project is the Poliom plant, which produced half a millionth ton of polypropylene last year, just three years after the launch of production. The release of new grades of polypropylene with a higher conversion rate will give an additional impetus to the development of the petrochemical cluster.
The third project is the Progress plant, which was awarded the status of a federal research and production center last year. Nine promising areas of the center's development have been identified, including the creation of the world's fourth center for the development, research and testing of aviation and special-purpose tires.
"We are not abandoning the Arctic industry either," said Governor Viktor Nazarov. – "The roadmap of the project aimed at using high-tech products of Omsk industrial enterprises in subsidiaries of Norilsk Nickel has been approved. This will increase production volumes for companies operating in the Arctic."
