The Omsk Industrial Development Fund will finance projects under two programs

The Supervisory Board of the Omsk Regional Microfinance Fund has approved standards governing the implementation of two concessional lending programs for industrial projects in the region.

In the Omsk region, the decision to establish an industrial development fund was made by the Head of the region. By Alexander Burkov. In his budget message, Alexander Burkov set the task of promptly launching the work of the fund. The new structure was created on the basis of the Omsk Microfinance Fund. For its capitalization, the budget of the region includes 80 million rubles. At the same time, regional financing will allow to attract more 180 millions of rubles from the Federal Fund for Industrial Development and organize support for Omsk projects with a total capacity of 40 million rubles. The minimum loan amount will be from 20 million rubles.

Industrial Development Fund for Today – This is a structured work tool in terms of financing and organizational issues.", – emphasized by the Minister of Economy of the Omsk region Rasim Galyamov.

Two industrial support programs will be implemented in the region within the framework of approved standards. – "Development projects" and "Accessories".

As part of the program "Development projects" Loans will be provided for the implementation of projects aimed at the introduction of advanced technologies, the creation of new products or the organization of import-substituting industries. The program provides for the possibility of attracting borrowed funds from 20 before 100 million rubles for projects with a total budget of 40 million rubles for a period of 5 years. At the same time 50 % the borrower provides co-financing of the project by attracting funds from private investors or banks, including 15 % the loan amount should be made up of own funds, but investments already made in the previous two years before the application can be taken into account. The interest rate on the loan will be 3 % per annum in the first three years of the loan and 5 % per annum for the remaining term of the loan. The loan funds can be used to develop a new product./technologies, acquisition or use of special equipment for carrying out necessary development work and technology development, acquisition of intellectual property rights (licenses and patents), engineering, acquisition for the purposes of technological re-equipment and modernization of Russian and/or imported industrial equipment, the total cost of the project may be no more than 15 % from the loan amount.

Preferential loan financing program "Accessories" It is aimed at projects for the modernization or organization of manufacturing of components. The program provides for the possibility of attracting borrowed funds from 20 before 100 million rubles for projects with a total budget of 28,6 million rubles for a period of 5 years. At the same time 30 % the co-financing of the project is provided by the borrower with the involvement of funds from private investors or banks, where 15 % the loan amount should be made up of own funds, but investments already made in the previous two years before the application can be taken into account. The interest rate on the loan will be 1 % per annum in the first three years of the loan and 5 % per annum for the remaining term of the loan. The loan funds can be used to develop a new product./technology and preparation of its production, purchase or use of special equipment for carrying out the necessary development work and technology development, acquisition of intellectual property rights (licenses and patents), engineering, acquisition for the purposes of technological re-equipment and modernization of Russian and/or imported industrial equipment, the total cost of the project may be no more than 20 % from the loan amount, and the costs associated with the production and launch of pilot batches of products to 50 % from the loan amount.

The Ministry of Economy of the Omsk region explained that both programs involve co-financing from the applicant, that is, the loan amounts to 50 % for the program "Development projects" and 70 % for the program "Accessories" of the total amount of the project, the remaining funds for the implementation of the project are attracted by the borrower through private investments. However, in both programs, the condition is that 15 % the borrower has its own funds for the implementation of the project.

At the same time, the Ministry of Economy of the Omsk region emphasized that in terms of rates, terms and conditions of loan financing, the approved Programs are much more profitable than bank loans and are aimed at supporting entrepreneurial projects in the field of industry.
