The Supervisory Board of the Omsk Regional Microfinance Fund has approved standards governing the implementation of two concessional lending programs for industrial projects in the region.
Recall that in the Omsk region, the decision to create an industrial development fund was made by the Head of the region, Alexander Burkov. In his budget message, Alexander Burkov set the task of promptly launching the work of the fund. The new structure was created on the basis of the Omsk Microfinance Fund. 80 million rubles have been allocated in the regional budget for its capitalization. At the same time, regional financing will attract more than 180 million rubles from the federal Fund for industrial development and organize support for Omsk projects with a total capacity of 40 million rubles. The minimum loan amount will be from 20 million rubles.
"The most important thing is that we have the opportunity to rely on federal instruments and federal development institutions. The Industrial Development Fund is currently a well–organized tool in terms of financing and organizational issues," said Rasim Galyamov, Minister of Economy of the Omsk Region.
Within the framework of the approved standards, two industrial support programs will be implemented in the region – "Development Projects" and "Components".
Under the Development Projects program, loans will be provided for the implementation of projects aimed at introducing advanced technologies, creating new products, or organizing import-substituting industries. The program provides for the possibility of attracting borrowed funds from 20 to 100 million rubles to projects with a total budget of 40 million rubles for a period of 5 years. At the same time, 50% of the co-financing of the project is provided by the borrower by attracting funds from private investors or banks, of which 15% of the loan amount should be its own funds, but investments already made in the previous two years before the application can be taken into account. The interest rate on the loan will be 3% per annum for the first three years of the loan and 5% per annum for the remaining term of the loan. The loan funds can be used to develop a new product/technology, purchase or use special equipment to carry out the necessary development work and technology development, acquire intellectual property rights (licenses and patents), engineering, purchase Russian and/or imported industrial equipment for technological re-equipment and modernization, and general business expenses. The project may amount to no more than 15% of the loan amount.
The program of preferential loan financing "Components" is aimed at projects for modernization or organization of manufacturing of components. The program provides for the possibility of attracting borrowed funds from 20 to 100 million rubles to projects with a total budget of 28.6 million rubles for a period of 5 years. At the same time, 30% of the co-financing of the project is provided by the borrower with the involvement of private investors or banks, where 15% of the loan amount should be own funds, but investments already made in the previous two years before the application can be taken into account. The interest rate on the loan will be 1% per annum for the first three years of the loan and 5% per annum for the remaining term of the loan. The loan funds can be used to develop a new product/technology and prepare its production, purchase or use special equipment to carry out the necessary development work and technology development, acquire intellectual property rights (licenses and patents), engineering, purchase Russian and/or imported industrial equipment for the purpose of technological re-equipment and modernization. The total cost of the project can be no more than 20% of the loan amount, and the costs associated with the production and launch of pilot batches of products to the market can be up to 50% of the loan amount.
The Ministry of Economy of the Omsk Region explained that both programs involve co-financing from the applicant, that is, the loan amounts to 50% for the Development Projects program and 70% for the Components program of the total project amount, the remaining funds for the project are attracted by the borrower through private investment. However, in both programs, the condition is that the borrower has 15% of its own funds for the implementation of the project.
At the same time, the Ministry of Economy of the Omsk region emphasized that in terms of rates, terms and conditions of loan financing, the approved Programs are much more profitable than bank loans and are aimed at supporting entrepreneurial projects in the field of industry.
