Omsk region was evaluated by checking legislative initiatives for expediency and effectiveness

Omsk region is included in the group "good level".
At the regional level, the regulatory impact assessment procedure has become mandatory since 2014 year, since 2015 It is also held annually by the Omsk City Administration. 
"Regions assigned to "the highest level" and "a good level", Significant progress has been made in organizing and conducting regulatory impact assessments. At the same time, the difference in the scores of these regions among themselves is minimized, and therefore, detailed ranking  subjects  Russian  Federations  в  rating  not  it seems possible", - The Russian Ministry of Economic Development said in a statement.
It should be recalled that the regulatory impact assessment is carried out in order to check legislative initiatives for expediency and effectiveness. In other words, during this procedure, draft regulatory legal acts are analyzed in order to identify provisions in them that lead to excessive administrative and other restrictions on the activities of entrepreneurs, as well as unreasonable expenses for both business and the budget system.
In the Omsk region, the functions of assessing the socio-economic consequences of the introduced or introducedёThe earlier regulatory legal act is carried out by the Regional Ministry of Economy.
So, in 2017 the year the regulatory impact assessment was carried out in relation to 66 draft regulatory legal acts of the Omsk region, based on the results of which were prepared 62 positive and 4 negative conclusions.
An expert examination was carried out 5 current regulatory legal acts of the Omsk region. Based on the results of the examination, prepared 3 positive and 2 negative conclusions. 
"The regulatory impact assessment procedure makes it possible to evaluate and adjust the provisions of a regulatory legal act even at the stage of its preparation. With the effective work of the business and the institute for the protection of entrepreneurs' rights, the assessment procedure will make it possible to neutralize possible consequences in advance. We are open to dialogue and interaction.", - Anna Negoduiko, Deputy Minister of Economy of the Omsk Region, notes.  
We should add that the Omsk Region has introduced a blocking regulatory impact assessment function. If, based on the results of the assessment, it is concluded that there are provisions in the draft that introduce excessive duties, prohibitions and restrictions on business and investment activities, or contribute to unjustified expenses for entrepreneurs or the regional budget, work on the draft act is terminated.
