Omsk region was evaluated by checking legislative initiatives for expediency and effectiveness

Omsk region is included in the "good level" group.
At the regional level, the regulatory impact assessment procedure has been mandatory since 2014, and it has also been conducted by the Omsk City Administration since 2015. 
"The regions classified as "top level" and "good level" have achieved significant success in organizing and conducting regulatory impact assessments. At the same time, the difference in the scores of these regions among themselves is minimized, and therefore, a detailed ranking of the subjects of the Russian Federation in the rating is not possible," the Russian Ministry of Economic Development said in a statement.
It should be recalled that the regulatory impact assessment is carried out in order to check legislative initiatives for expediency and effectiveness. In other words, during this procedure, draft regulatory legal acts are analyzed in order to identify provisions in them that lead to excessive administrative and other restrictions on the activities of entrepreneurs, as well as unreasonable expenses for both business and the budget system.
In the Omsk region, the Regional Ministry of Economy performs the functions of assessing the socio-economic consequences of an introduced or earlier introduced regulatory legal act.
Thus, in 2017, a regulatory impact assessment was carried out in relation to 66 draft regulatory legal acts of the Omsk region, which resulted in 62 positive and 4 negative conclusions.
An examination of 5 existing regulatory legal acts of the Omsk region was carried out. Based on the results of the examination, 3 positive and 2 negative conclusions were prepared. 
"The regulatory impact assessment procedure makes it possible to evaluate and adjust the provisions of a regulatory legal act even at the stage of its preparation. With the effective work of the business and the institute for the protection of entrepreneurs' rights, the assessment procedure will make it possible to neutralize possible consequences in advance. We are open to dialogue and interaction," said Anna Negoduiko, Deputy Minister of Economy of the Omsk Region.  
We should add that the Omsk Region has introduced a blocking regulatory impact assessment function. If, based on the results of the assessment, it is concluded that there are provisions in the draft that introduce excessive duties, prohibitions and restrictions on business and investment activities, or contribute to unjustified expenses for entrepreneurs or the regional budget, work on the draft act is terminated.
