The Omsk region's experience in supporting non-primary exports was discussed at an interregional forum

The interregional forum "Made in Russia" has completed its work in Tomsk.

The Deputy Minister of Economy of the Omsk Region presented his experience in supporting non-primary industries by regional authorities during the forum.Denis Kushner.

"The volume of exports of the Omsk region increased by 23% in value terms over the past year. At the same time, the growth rate of supplies to non-CIS countries was 28%. 979 Omsk companies carry out foreign economic activity, of which 65% are export enterprises," says the Deputy Minister of Economy of the regionDenis Kushner.

It should be noted that a specialized infrastructure organization based on the regional Agency for Development and Investment, the regional Export Support Center, operates in the Omsk region. Its tasks include comprehensive assistance to export-oriented companies in the region. By the end of 2017, 78 export contracts and 3 technology transfer contracts were signed with the assistance of this structure. The total amount was about 10 million US dollars.

"Last July, we launched another project, the Omsk Trading House in the duty–free zone in Manchuria, where 24 Omsk companies sell their products. An electronic platform based on a trading house is currently being developed," Denis Kushner tells the forum participants.

There are also issues that create difficulties for exporters.

In particular, according to the Deputy Minister of Economy of the Omsk regionDenis Kushner, it is necessary to limit the additional fees imposed by authorized banks due to changes in foreign exchange legislation that came into force on March 1 of this year. According to the changes, the functions of processing currency control documents have been redistributed to authorized banks, previously these were handled by the Bank of Russia. In addition, with the entry into force in May of this year of amendments to 173-FZ, exporters will have to specify clear deadlines for fulfilling obligations in the contract, whereas now the delivery period is indicated.

"We consider it advisable to increase the maximum limit for setting up currency control to 20 million rubles, now it is 6 million rubles," concluded Deputy Economy Minister Denis Kushner.
