The Omsk Region, like other regions of the country, is preparing to move to a new order in the field of municipal solid waste (MSW) management, established by federal legislation. Despite the fact that the new law will begin with a two-year delay - only in 2019, the Omsk region assumes increased obligations to solve the problem of garbage as soon as possible.
At a press conference today, representatives of industry ministries and departments reported on the stages of implementing a new waste management system in the near future. Alexander Matnenko, Deputy Minister of Ecology and Natural Resources of the Omsk Region, said that Omsk residents approved the territorial waste management scheme earlier than other regions in September 2016. Sites for the accumulation and processing of garbage have been identified, and the Scheme is currently being finalized locally, taking into account incoming proposals.
According to Dmitry Shikalov, Deputy Minister of Construction and Housing of the Omsk Region, the Ministry's most important task in the near future is to select a regional MSW management operator and organize monitoring of its activities. The Ministry of Construction is expected to sign an agreement with a new participant in the housing services market no later than May 1, 2018.
At the same time, a new procedure for the collection of MSW, including bulky waste and valuable recyclables, is being worked out, requirements for container sites are being established, and issues related to the formation of infrastructure for recycling and recycling of garbage in accordance with the new legislation are being resolved.
A repeat competition for the design of an inter-municipal waste management center in the Tavrichesky district will be announced in the first decade of March. The regional budget provides financing in the amount of 15 million rubles for the development of the project. The construction of a high-tech modern complex for the collection, processing and disposal of garbage can begin as early as this year after the project has been reviewed. The beginning of the Tavrichesky landfill operation is 2019.
The Regional Energy Commission of the Omsk Region is responsible for calculating MSW accumulation standards. To date, work has been completed on seasonal measurements in the housing sector, and the unit of measurement has been determined by the number of residents. It turned out that in well-maintained houses in Omsk, the standard for garbage accumulation is just over 1 kg per person per day, in unsettled houses - almost 2 kg per day. In the districts of the Omsk region - about 1.1 kg each in well-maintained houses and 0.9 kg per person in unsettled houses.
The measurements were carried out in accordance with established standards and with the participation of public observers. The sample included 44 Omsk apartment buildings with a population of more than 15 thousand people, and 213 well-maintained apartment buildings in rural areas with a total population of more than 6 thousand people, as well as 458 unsettled houses in Omsk, and 1.3 thousand houses in the Omsk region. According to Igor Mikhailov, Deputy Chairman of the REC, tariffs for garbage collection will be set after selecting a regional operator based on the cost information provided by them and taking into account the investment component.
