Omsk region entrepreneurs are being taught the rules of participation in public procurement

Since August 2017, five additional organizations in the region have been included in the list of the largest customers.

Today, on August 10, in the building of the regional Congress Hall, the Corporation for the Development of Small and Medium-sized Enterprises (SMEs) together with the regional Ministry of Economy held a training seminar for business representatives on obtaining support and access rights to procurement of the largest companies with state participation.

Oleg Tulin, Adviser to the SME Corporation, said that in accordance with federal law 223-FZ, 10 percent quotas are guaranteed for small and medium-sized enterprises, while all large customers are required to plan at least 18% of small business participation in public procurement.

"It is not easy to participate in public procurement, you need to have certain knowledge that you can learn on your own or at training seminars. Since the beginning of 2017, the SME Corporation has held 30 seminars in the country's regions," Oleg Tulin said.

The organizers of the seminar emphasized that the information received today on the algorithm for the participation of business entities will be supported by practical "cases" using the examples of Russian Railways and IDGC of Siberia corporations.

The Ministry of Economy of the Omsk Region, as an authorized authority, has been assessing regional-level customers since 2016. Since August 2017, in addition to the previously established Omskelectro, five more organizations have been included in the list of major customers: Omskgazstroyexploitation, Omsk Airport, Omskoblavtotrans, Omskoblvodoprovod and the Omsk Medicine Pharmacy Chain.

According to Oksana Fadina, Minister of Economy of the Omsk Region, partnerships between SMEs and large customers are mutually beneficial for all procurement participants. Oksana Fadina cited as an example the experience of the "pioneers" of the implementation of 223-FZ in the region.

Omskelectro became the first regional customer in 2016, working with entrepreneurs. This year, the volume of purchases of enterprises with the participation of small and medium-sized businesses will amount to 65%. Already in the first half of 2017, this plan was fulfilled by more than half (34%). Purchases for 75 million rubles have been made for small and medium-sized businesses, and by the end of the year this amount will amount to 219 million rubles."

Another representative of the energy sector, Omskenergo, is also establishing contacts with small businesses. IDGC of Siberia PJSC conducts about 2,000 purchases involving small and medium-sized businesses for a total amount of about 17 billion rubles, and we plan to further increase this amount," said Andrey Perchik, Head of the Procurement Sector of the Omsk branch.

The active participation of the largest companies in the auctions contributes to the development of entrepreneurial activity, and the expanded list of participants will expand the horizons of small businesses.
