Boris Smolnikov, Minister of Property Relations of the Omsk Region, explained that the amendments to the regional legislation were developed on the basis of proposals from the regional Ministry of Agriculture in order to improve and increase the effectiveness of municipal land control. The changes in federal legislation that came into force from 1 January 2017 the year, according to which the authority to dispose of land plots from the composition of the non-delimited lands located on the territory of rural settlements is vested in local governments of municipal districts.
The local self-government bodies of municipal districts have the authority to dispose of most of the land resources in rural settlements, therefore it seems advisable to transfer the powers of municipal land control in rural settlements to municipal districts., – the head of Minimushchestvo summed it up.
Currently, the draft law is undergoing an anti-corruption examination in accordance with the established procedure and is being coordinated with authorized executive authorities and local self-government bodies.
