Regional authorities are improving the land control system

The Ministry of Property Relations of the Omsk Region has developed a draft law providing for the transfer of powers to local governments of municipal districts to carry out municipal land control within the boundaries of rural settlements.

Boris Smolnikov, the Minister of Property Relations of the Omsk Region, explained that the amendments to the regional legislation were developed on the basis of proposals from the regional Ministry of Agriculture in order to improve and increase the effectiveness of municipal land control. The amendments to federal legislation that came into force on January 1, 2017, were taken into account, according to which local governments of municipal districts are given the authority to dispose of land plots from non-delimited lands located on the territory of rural settlements.

The local self–government bodies of municipal districts have the authority to dispose of most of the land resources in rural settlements, therefore it seems advisable to transfer the powers of municipal land control in rural settlements to municipal districts," the head of the Minimushchestvo summed up.

Currently, the draft law is undergoing an anti-corruption examination in accordance with the established procedure and is being coordinated with authorized executive authorities and local self-government bodies.
