On behalf of the head of the region, Alexander Burkov, a draft law on property tax has been developed, submitted on Thursday, March 15, for consideration by the deputies of the Legislative Assembly. By an overwhelming majority of votes – 35 out of 40 – the deputy corps of the Legislative Assembly of the Omsk region supported the initiative of the head of the region, Alexander Burkov, and passed a bill establishing a package of tax benefits for businesses.
Thus, organizations that have provided an increase in income tax and personal income tax can count on three-year tax holidays for movable property registered as fixed assets after January 1, 2013. The draft law also provides for a zero tax rate for three years for enterprises that introduce energy-efficient facilities. A loyal tax policy applies primarily to companies that make significant investments in upgrading, improving the energy efficiency of production facilities, and equipping them with modern technological equipment.
The preferential tax regime is designed to improve the business climate, ensure the inflow of investments to the region, maintain business activity and investor interest in business development in the Omsk region. Experts are confident that this measure will avoid the outflow of enterprises to other regions in search of more attractive business conditions and a low tax burden.
In addition, the draft law extended the tax preferences that were used in the regional practice of the region, but the conditions for granting these benefits will change. In particular, the reduced tax rate of 0.01% applies to pig farms with a design capacity of 100,000 heads per year that were created, acquired or upgraded no earlier than 2018. Producers of beer and beer drinks are exempt from paying taxes this year, subject to an increase in the amount of excise tax compared to last year.
"Today's decision of our parliament to introduce property tax benefits was due to a large and lengthy dialogue between the government and business. A consensus was found. It is important for us today to make the region attractive for investment. By zeroing out the tax on movable property, we enable our enterprises to upgrade equipment, machines, and machines. This is what is necessary for us today, thinking about the future of the region. Therefore, today both the parliament and the Government of the Omsk region have agreed to adopt a law on granting property tax preferences, and in fact, a modernization tax, which we have zeroed out. With this tax benefit, we support agriculture, enterprises of the military-industrial complex, and mechanical engineering," said Acting Governor Alexander Burkov.
