Annual monitoring is a requirement of the Federal Government to introduce a Competition Development Standard in the regions. The monitoring includes several research sectors, the results of which were the focus of today's meeting of the Investment Activity Council under the Governor of the Omsk Region.
The head of the region, Viktor Nazarov, recalled that ministries and municipalities face the task of removing illegal administrative barriers and ensuring maximum competition in selected markets and in the field of procurement.
"Success here can be achieved only through the joint efforts of all levels of government. An assessment will be given to all of us. The Analytical Center under the Government of Russia, together with the Agency for Strategic Initiatives, has compiled a rating of 85 regions in terms of competition promotion in 2015. We took the 27th place in it. We will find out how the federal government evaluates our work last year in June," the Governor said.
The research is completed at the end of the year. 2.7 times more business representatives participated in the survey than in 2015. Consumers also gave their assessment of the quality of goods and services.
According to surveys, the top 3 barriers affecting business have been identified. As it turned out, the instability of Russian legislation regulating business activities is of the greatest concern to those involved in transportation, motor transport, and housing and communal services. The difficulty of participating in procurement is a barrier for representatives of agriculture, wholesale trade and industry. The high tax burden on businesses was noted in the questionnaires by entrepreneurs engaged in industry, in the motor transport trade, in the hotel and restaurant business.
Describing the activities of government authorities in the main business market, almost 37% of entrepreneurs believe that government authorities help businesses with their actions. In 2015, there were fewer of them – 34%.
The majority of entrepreneurs pointed to a high and very high level of competition - almost 74%. The share of entrepreneurs who believe that there is little or no competition in their target market was 11.5%, which is less than in 2015 (14.5%). In turn, according to consumers, the highest competition has developed in the retail, communications and fruit and vegetable markets. In terms of public satisfaction with the price level, the markets of communications, culture, and retail are leading. The outsiders include the market of medical services, housing and communal services, and passenger transportation.
Entrepreneurs are most dissatisfied with the length of access and the complexity of connecting to electricity and heat supply services, as well as the high cost of heat and electricity services.
One of the main indicators reflecting the changing competitive environment in a particular market is the dynamics of the number of organizations and the presence of state and municipal forms of ownership on the market. The leaders in increasing the number of organizations represented on the market were the sphere of psychological and pedagogical support services for children with disabilities (an increase of 12 times), the market of services for the collection, transportation, burial of municipal solid waste (5.4 times) and communications (1.2 times). According to the dynamics of the share of the private sector, the market of preschool education services has taken the lead, where the share of private organizations has grown by 16%.
Taking into account the monitoring results, the ministries were instructed to work out their proposals for a roadmap for promoting competition in the Omsk Region for 2016-2018. This work is coordinated by the Ministry of Economy.
"It is important to understand how correctly we have set the vector for the development of competition in the region, and what needs to be adjusted in our work," said Governor Viktor Nazarov and instructed the ministers to take control of the deadline for submitting proposals - until February 20.
