Annual monitoring – the requirement of the Federal Government to introduce a Competition Development Standard in the regions. The monitoring includes several research sectors, the results of which were the focus of today's meeting of the Investment Activity Council under the Governor of the Omsk Region.
The head of the region, Viktor Nazarov, recalled that ministries and municipalities face the task of removing illegal administrative barriers and ensuring maximum development of competition in selected markets and in the field of procurement.
«Success here can only be achieved through the joint efforts of all levels of government. An assessment will be given to all of us. The Analytical Center under the Government of Russia, together with the Agency for Strategic Initiatives, has formed a rating 85 regions in terms of the level of promotion of competition in 2015 year. We took in it 27 place. We will find out how the federal government evaluates our work last year in June.», - the Governor noted.
The research is completed at the end of the year. The following participated in the survey: 2,7 twice as many business representatives as in 2015 year. Consumers also gave their assessment of the quality of goods and services.
According to surveys, it was determinedёn top-3 barriers affecting business. As it turned out, the instability of Russian legislation regulating business activities is of the greatest concern to those involved in transportation, motor transport, and housing and communal services. The difficulty of participating in procurement is a barrier for representatives of agriculture, wholesale trade and industry. The high tax burden on businesses was noted in the questionnaires by entrepreneurs engaged in industry, in the motor transport trade, in the hotel and restaurant business.
Characterizing the activities of government authorities in the main business market, almost 37% entrepreneurs believe that the authorities help businesses with their actions. 2015 There were fewer of them this year – 34%.
Most entrepreneurs pointed to a high and very high level of competition - almost 74%. The proportion of entrepreneurs who believe that there is little or no competition in their target market. «Not at all» made it up 11,5%, and this is less than in 2015 year (14,5%). In turn, according to consumers, the highest competition has developed in the retail, communications and fruit and vegetable markets. In terms of population satisfaction with the price level, the markets of communications, culture, and retail are leading. In the outsiders - the market of medical services, housing and communal services, and passenger transportation.
Entrepreneurs are most dissatisfied with the length of access and the complexity of connecting to electricity and heat supply services, as well as the high cost of heat and electricity services.
One of the main indicators reflecting the changing competitive environment in a particular market is the dynamics of the number of organizations and the presence of state and municipal forms of ownership on the market. The leaders in increasing the number of organizations represented on the market have become the sphere of psychological and pedagogical support services for children with disabilities (growth in 12 once), the market of services for the collection, transportation, and disposal of municipal solid waste (in 5,4 times) and connections (in 1,2 times). According to the dynamics of the share of the private sector, the firstёe the market of preschool education services, where the share of private organizations increased by 16%.
With uchёFollowing the monitoring results, the ministries were instructed to work out their proposals in «the roadmap» promotion of competition in the Omsk region on 2016-2018 years. This work is coordinated by the Ministry of Economy.
