Public-private partnership (PPP) is a long—term cooperation between government and business, where they jointly create or reconstruct important facilities for people (schools, hospitals, roads, utility networks).
The bottom line is that:
A business builds an object and manages it by investing its own money.
The state provides land, helps with finances, or guarantees demand, but does not spend all budget funds at once.
Today, Alexey Kukartsev, Head of the PPP Department of the Omsk Region Development and Investment Agency, told a training seminar for investment commissioners of municipalities that the PPP mechanism is not just a theory, but a working tool for the development of districts.
What did the investment representatives learn at the seminar?:
Why do municipalities need this? To attract private investment in the social sphere (schools, sports, medicine) and housing and communal services when there is not enough budget money.
What are the forms? The most popular is a concession, when the facility remains state—owned, but the business manages it. There is also a PPP agreement and offset contracts.
How does this work in practice? The speaker gave specific examples of successful projects in the Omsk region and from different regions of Russia, from the construction of schools and sports complexes to the modernization of tram tracks and the creation of waste sorting plants.
Where to begin? The algorithm was disassembled: you need to collect the entire "portfolio" of ideas (unfinished, empty plots), weed out unsuitable ones, and then choose the best shape for each project.
Where can I get the money? Alexey spoke about federal subsidies and programs that are ready to co-finance such projects.
