Government and business discussed new rules for determining the amount of rent for land plots leased without bidding

Yesterday, a public discussion was held in the regional Congress Hall, where specialists from regional and municipal authorities, representatives of the business community and experts reviewed draft amendments to regional legislation on determining land rents.

The legal act undergoes a regulatory impact assessment procedure, in which all interested parties are given the opportunity to send proposals to the developers. After analyzing and reviewing the proposals received from business entities, the finalized procedure for determining lease payments will be submitted to the regional Cabinet of Ministers for consideration.

"A new approach is proposed for calculating rent, which provides for the establishment of rent based on the cadastral value of the land plot and economically reasonable coefficients," explained Evgeny Kozlov, Deputy Minister of Property Relations of the Omsk Region. "The new methodology will make the calculation of rental payments extremely simple and predictable."

The new procedure is being developed in order to bring the rules for determining the amount of rent for land plots in line with the principle of economic justification. At the same time, the recommended coefficients are determined based on the results of a multifactorial analysis of the real estate market conducted by the expert organization OMEX LLC.

Preliminary calculations show the dynamics of rent reduction for land plots in the range from 10% to 50% for various cases. According to the forecast assessment of the Omsk City Administration, the transition to the new rules will lead to a decrease in annual lease payments for land provided for retail, catering, consumer services, office buildings for business and commercial purposes, industrial and administrative buildings, residential buildings and other cases.

In addition, the Ministry of Property Relations of the Omsk region has begun to develop amendments to legislation to reduce the purchase price of land plots for real estate, which will allow more business entities to take ownership of the occupied land. The measures being developed are aimed at stimulating the formation of an ownership class in the region.

Recall that in January of this year, a decree was adopted by the Government of the Omsk region, which significantly reduced rental payments for "defrauded" shareholders. Since 2018, Decree No. 162-p has reduced the rent for plots from regional and non-delimited lands for real estate objects by more than 2 times. In addition, amendments have been made to the regional legislation establishing the amount of rent not higher than the land tax in respect of land plots with restrictions on privatization.
