According to the decree of the Government of the Russian Federation No. 129-r dated January 28, 2017, the Omsk region will receive subsidies for the implementation of state support for small and medium-sized businesses, including peasant (farming) farms, and youth entrepreneurship in the amount of 121 million rubles.
Since 2017, there has been a reorientation of federal co-financing directions towards the development of infrastructure to support entrepreneurship. In addition, given the harsh economic conditions, the Ministry of Economic Development of the Russian Federation has distributed 7.5 billion rubles between the regions this year, which is 2.11 billion less than last year. Given the limited funds, the percentage of co-financing has also been changed for all regions. So, if earlier 5% of regional funds were required to receive subsidies from the Omsk region, this year it is already 21%. In some regions, the share of regional co–financing has increased to 35% for the Novosibirsk Region, 57% for the Samara Region, 54% for the Sverdlovsk Region, and 70% for the Tyumen Region.
Given that the development of small and medium-sized businesses has been identified as one of the key priorities of regional economic policy, this year more than 55 million rubles have been allocated from the regional budget, which is almost 8 times more than last year (in 2016, the volume of regional co-financing was 7.3 million rubles).
As a result, in 2017, more than 176 million rubles will be allocated for the development of entrepreneurship. It should be noted that in 2016, 188 million rubles were allocated to support businesses, of which 138 million rubles were federal funds. These funds were used to support 158 start-up entrepreneurs in 31 municipalities with grants of up to 400 thousand rubles and subsidies for the modernization and development of social entrepreneurship for 54 entrepreneurs.
