From April 24 to 27, 2018, the V Russian PPP Week Infrastructure Congress will be held on a new technological platform – the Digital Business Space.
The event is organized by the National PPP Center and the Roscongress Foundation with the participation of relevant federal ministries and the support of the Chamber of Commerce and Industry, Delovaya Rossiya and the Agency for Strategic Initiatives.
Russian PPP Week is the largest event in Russia and the CIS dedicated to attracting investment in infrastructure development and the implementation of PPP projects. "On this platform, government and business representatives are working together to find solutions to problems related to the development of public-private partnerships," Russian Prime Minister Dmitry Medvedev said in his welcoming speech to the participants of the Russian PPP Week last year.
In 2017, attracting extra-budgetary investments in the development of public infrastructure was identified as one of the priorities of state policy. Russian President Vladimir Putin has instructed the Government of the Russian Federation, together with federal executive authorities, to develop and approve an "Infrastructure Mortgage" program containing a set of measures to attract infrastructure investors and increase the number of PPP-based projects in Russia.
The leitmotif of the Russian PPP Week 2018 will be changing approaches to infrastructure planning and setting priorities at the federal and regional levels. The agenda of the congress includes the prospects for the formation of regional infrastructure plans, the creation of additional financial support measures and their correlation with existing mechanisms, the development of pre–project financing tools, the development of standard solutions in the field of PPP, the definition of optimal risk allocation models and ensuring the return on investment in infrastructure projects. The industry specifics of the Russian PPP Week cover projects for the construction of roads and railways, bridges and overpasses, the modernization of housing and communal services and the improvement of the urban environment, the creation of modern infrastructure for healthcare, education and social services, the development of agro-industrial and defense complexes. Traditionally, the congress hosts a presentation of the Regions' Rating on the level of PPP development. The rating methodology is taken into account by the Government when assessing the effectiveness of investment activities of governors and is one of the indicators of the National Rating of the Investment Climate.
More than 70 regions of the Russian Federation annually form delegations to participate in the congress. The total number of participants in the Russian PPP Week exceeds 1,500 people, including representatives of federal and regional authorities, heads of banks and commercial enterprises, financial and legal consultants, leading Russian and foreign experts in the field of attracting investments and PPP. About 150 journalists from federal and regional media cover the congress events.
