In the Omsk region, the implementation of the activities of the federal project "Labor Productivity" of the national project "Efficient and Competitive Economy" in the field of education has gained momentum.
In 2026, the scale of participation of educational organizations in the region increased almost fourfold: 400 state and municipal institutions from 33 municipalities were involved in the project, whereas in 2025 there were only 107 of them. Methodological support for regional teams is provided by the Industry Competence Center established on the basis of the Federal Institute for Digital Transformation.
The most in-demand area of work among Omsk institutions was "De-bureaucratization of processes", which was chosen by 269 organizations, which is more than 67% of the total number of participants. At the same time, 47 preschool educational institutions focused on practical optimization of the order of enrollment of children. As part of the execution of the order of the Governor of the Omsk Region, Vitaly Khotsenko, on quality control of the use of lean technologies, an on-site audit was conducted at the Yasnopolyansky kindergarten in the Omsk region. The discussion was attended by representatives of the Ministry of Education, the Ministry of Economic Development of the Omsk region, the district Committee on Education and specialists from the Regional Center for Competence in the field of labor productivity.
The expert group conducted a detailed analysis of the existing admission process and identified key barriers, including significant family time costs, duplication of documents, lack of visual instructions for parents, and the irrational distribution of visitor flows. A set of lean solutions has been approved to eliminate these problems. In the near future, pre-filling of forms in electronic form using standardized stencils will be introduced in the kindergarten, clear infographics, checklists and chart cards for parents will be posted, and new regulations for employees will be approved, which will significantly reduce the time for receiving and verifying documents.
The modernization of the enrollment process at the Yasnopolyansky kindergarten will serve as a pilot site. The lean standards developed and tested here will be gradually replicated in the future to other preschool institutions in the Omsk region and the Omsk region as a whole.
