A meeting of the working group was held on the site of the regional Congress Hall to discuss the functioning and mechanism of the tool for operational communication between authorities and the business community – the Feedback Platform (PIC.Business). The event was led by Deputy Chairman of the regional Government Andrey Shpilenko with the participation of representatives of executive authorities, investment commissioners of municipal districts of the Omsk region and resource supply organizations.
Recall the PIC.Business is a federal information system created on behalf of the President of the Russian Federation specifically to improve the efficiency of interaction between regional authorities and representatives of small and medium—sized businesses, as well as large investors. The service is designed to promptly solve current problems, provide the necessary consultations and accelerate the response to emerging problems of participants in the economic process.
Thus, the purpose of the working group meeting was to coordinate the actions of all participants in the system to deal with appeals from entrepreneurs and investors. The participants discussed in detail the rules of interaction, the terms of consideration of applications and the specifics of using a three-level classifier of appeals.
Andrey Shpilenko, Deputy Chairman of the Government of the Omsk Region, clarified that the PIC's work process.The business includes several stages. The first is the submission of an application, where an entrepreneur, as a legal entity, registers an application through the Gosuslugi portal. He independently classifies it by choosing one of 8 categories (for example, "connection to utility networks", "land relations and real estate", "construction"), specifying the subcategory and a specific fact, describing the essence of the problem. The second stage is the processing of the request. All requests are sent to a single processing center — the Agency for Development and Investment of the Omsk Region. The Agency's specialists check the correctness of the classification and send an appeal to the authority or organization that is competent to solve it. At the third stage, the appeal is reviewed. The contractor is obliged to provide an answer within a strictly regulated time frame: consultation – up to 5 calendar days, assistance (requires examination of documents and requests to other authorities) – up to 10 calendar days, the problem (complex and systemic issues) – is considered at meetings of the working group, the solution period is no more than 30 calendar days.
Thus, the PIC service.Business for government authorities and resource supply organizations is a clear procedure for dealing with appeals, which eliminates their loss and allows systematic work to eliminate "bottlenecks" in the business climate of the region. For the business community, it is a direct and guaranteed channel of communication with the authorities, allowing them to quickly get help or a solution to their problem without having to bypass many authorities.
Andrey Shpilenko, Deputy Chairman of the Government of the Omsk region, who oversees the work of the platform, noted the high importance of the meeting and the system itself.: "In the Omsk region, in order to increase its investment attractiveness, a new tool is being actively introduced — the business feedback platform (POS.Business). Working with the platform is a significant step in building an effective dialogue between business and government in our region. The speed and quality of solving investors' problems depends on the coordinated work of all participants in this process – government authorities, investment officials, and resource supply organizations. This mechanism ensures transparency and personal responsibility of each participant in the process."
