Omsk Region plans to form a unified Spatial Data Fund
The information flow of engineering survey results will make this activity self-sustaining and even profitable.
In accordance with the Law on Geodesy and Cartography, the subjects of the Russian Federation are entitled to form regional spatial data collections. The Regional Geographic Information System (RGIS), which has been in operation since 2014, and the Ministry's Engineering Survey Fund, which is supplemented by spatial data obtained as a result of engineering surveys, aerial photographs, created topographic plans and changes made to them, can become the basis for the Fund being created in the Omsk Region. Such information is in demand in the Omsk region due to the active development of territories, modernization and construction of infrastructure facilities, and on-site geodetic work.
The department of GIS and geological and geodetic support of the regional Ministry of Construction, whose specialists have been collecting and monitoring spatial data since 2008, has more than 22,000 topographic plans - graphic images of the territory of the Omsk region with detailed characteristics obtained as a result of aerial photography and geodetic work. However, the Ministry of Industry does not receive all the information obtained as a result of engineering surveys. Some of the information on the regional center is concentrated in the Omskarchitektura municipal enterprise.
According to experts, it is necessary to create a unified Spatial Data Fund in the region, which is the basis for the development of GIS, to conduct targeted monitoring of topographic plans, and to make changes to them, taking into account information received from survey organizations, as well as other types of spatial information.
A similar system is successfully operating in the Novosibirsk region on the basis of a budget institution that provides paid services for the provision of spatial data. By the end of 2015, the organization's work was self-sufficient, the profit amounted to 4 million rubles, and taxes were paid to the budget.
According to experts from the regional Ministry of Construction, spatial data and engineering survey results for Omsk and the Omsk region should be concentrated in a single Fund. The purposeful work of the new structure will improve the quality of services for providing topographic and geodetic information to executive authorities, survey organizations, designers, developers and other customers. When creating a regional budgetary institution for the management of the Fund, the fee for the services provided fully compensates for the costs of its maintenance. The issue of information circulation of the results of engineering surveys and monitoring of topographic plans was discussed in the Ministry of Industry. The project to create a unified spatial Data Fund for the region and the operator institution responsible for its management will be sent to the Government of the Omsk Region for consideration in the near future.
