In accordance with the law «About geodesy and cartography» The subjects of the Russian Federation have the right to form regional spatial data collections. The Foundation to be created in the Omsk Region may be based on the existing 2014 The Regional Geographic Information System (RGIS) and the Engineering Survey Fund of the Ministry of Industry, supplemented by spatial data obtained as a result of engineering surveys, aerial photographs, created topographic plans and changes made to them. Such information is in demand in the Omsk region due to the active development of territories, modernization and construction of infrastructure facilities, and on-site geodetic work.
In the department of GIS and geological and geodetic support of the regional Ministry of Construction, whose specialists with 2008 They have been collecting and monitoring spatial data for more than a year. 22 thousands of topographic plans - graphic images of the territory of the Omsk region with detailed characteristics obtained as a result of aerial photography and geodetic work. However, the Ministry of Industry does not receive all the information obtained as a result of engineering surveys. Some of the information about the regional center is concentrated in the municipal enterprise «Omskarchitecture».
According to experts, it is necessary to create a unified Spatial Data Fund in the region. - the basics of the development of GIS, to conduct targeted monitoring of topographic plans, to make changes to them, taking into account information received from survey organizations, as well as other types of spatial information.
A similar system is successfully operating in the Novosibirsk region on the basis of a budget institution that provides paid services for the provision of spatial data. According to experts from the regional Ministry of Construction, spatial data and engineering survey results for Omsk and the Omsk region should be concentrated in a single Fund. The purposeful work of the new structure will improve the quality of services for providing topographic and geodetic information to executive authorities, survey organizations, designers, developers and other customers. When creating a regional budgetary institution for the management of the Fund, the fee for the services provided fully compensates for the costs of its maintenance. The issue of information circulation of the results of engineering surveys and monitoring of topographic plans was discussed in the Ministry of Industry. A project to create a unified spatial Data Fund for a region and an institution – The issue of its management will be sent to the Government of the Omsk region for consideration in the near future.
