On July 30, 2015, the Government of the Omsk Region and Agrocenter Makosh LLC signed an investment agreement on the implementation of a project to create an agrologistic center and roadside infrastructure facilities. The project is supported by the regional Development and Investment Agency.
"The initiator of the project was provided with consulting support, assistance in concluding an investment agreement and resolving land issues," the Agency for Development and Investment said.
Thus, as part of the implementation of the investment agreement, the second building of the Maintenance Station was commissioned in 2017 in the Multifunctional Roadside Service Area on the Federal Highway M-51 Baikal (812 km of the Moscow- Novosibirsk highway). The complex has been assigned the highest 1st category. In 2017, as part of the reconstruction of the Federal Highway, the investor completed a new connection that meets modern safety requirements.
"The total area of the constructed premises of the second stage is 3600 sq.m. The estimated cost of the project was about 150 million rubles. The anchor tenant working under the brand "Big Details" and "Whole truck" has created 40 jobs. This is the first service center of this level outside the Urals. The roadside service facilities include four service stations, a cafe, a dining room with 150 seats, a motel and a gas station," comments Vadim Tsygankov, director of the management company.
Currently, the investor Agrocenter Makosh LLC, with the support of the Government of the Omsk Region and the assistance of the Regional Agency for Development and Investment, has begun construction of an Industrial park infrastructure on the southern bypass of Omsk.
"The idea of the MAKOSH Agropark project is to bring together agricultural producers, processors of agricultural products and machine builders of agricultural machinery on one site. A farmer can sell his products in one place or recycle them and sell them for more, and use the money to purchase new equipment and grow a bigger crop next season. We plan to replace the sale of equipment with technology promotion, which means that a farmer receives not just a seeder or cultivator, but a comprehensive solution from a set of equipment presented by different residents of the park, combined into a complete technology for growing, harvesting or processing agricultural products," says Vadim Tsygankov.
The initiator of the project assumes that the possibility of farmers selling their products will be presented at the second site – a Wholesale distribution center, which consists of four sites - wholesale distribution, short–term storage and picking of batches including packaging and packaging, vegetable storages with vegetable processing shops, as well as a logistics center.
"The wholesale distribution site consists of five typical seasonal buildings that allow Omsk farmers to sell their products during the vegetable harvest season, as well as agricultural products from neighboring countries that are not grown in our region or whose season comes earlier in our neighbors. It is also planned to build all-season buildings on the second site," Vadim Tsygankov clarifies.
Currently, the initiator of the project has started the construction of roads and communications. This year, the first 10kVA electrical line with a capacity of more than 1 MW was built, and five substations of different capacities up to 250kVa were connected to it.
"We have started the construction of internal roads. Work is underway on the first section of 3km. Next year, 5km of roads will be introduced. The total length of the internal roads of the Agropark is 12 km. The main water pipeline project has been completed, the first section of 2750m has already been commissioned, and another 10km of networks are to be built next year," Vadim Tsygankov notes.
"At the moment, the design of the standard buildings of the first stage of the Wholesale Distribution Center has been completed, of which 5 buildings will be erected. The project is currently undergoing an expert examination, and we plan to enter the construction site in the spring. Our first residents are also designing, and we hope that in the spring we will see the start of construction on their sites. As for the BTS format, we are currently reviewing applications and selecting projects in which we are interested in participating," says Vadim Tsygankov, director of the management company.
It is assumed that residents of the industrial park will be not only Russian, but also nonresident companies, as well as investors from the Republic of Kazakhstan. For example, the ARRS company plans to place production of a new product line in the Agropark. A large trading base is planning to open service centers for its customers in the Agropark. Another trading base will place large-sized machinery along the federal highway on the site of the Agropark.
"The agropark creates additional opportunities for Omsk business. Even by attracting nonresident participants, the Agropark makes it possible to better meet the needs of farmers in modern technology, which we do not yet produce, and the end user with products that we do not grow or that are not available in the off-season. The agropark is a qualitatively new development of our region," concludes Vadim Tsygankov.
