The list of linear objects that do not require a permit for construction has been expanded.
At the meeting of the Government of the Omsk region, a draft suspension was adopted, suggesting changes in terms of obtaining permits for the construction of linear facilities.
Earlier, facilities that were built within the boundaries of land plots intended for industry or horticultural non-profit associations of citizens were exempt from obtaining a construction permit. As part of the rating of the investment climate in the regions, surveys of entrepreneurs who applied for a construction permit are conducted. The results show that the average time to obtain a permit in the Omsk region over the past three years has ranged from 130 before 160 days.
At the initiative of the head of the region, Alexander Burkov, the Ministry of Economy of the Omsk Region has developed an affixing project to improve the investment climate, exempting entrepreneurs from obtaining permits for the construction of linear facilities. We are talking about the construction of power transmission lines with a voltage class up to 35 kV, heating networks transporting water vapor with an operating pressure up to 1,6 MPa or hot water with a temperature up to 150 °C, gas pipelines with a design operating pressure of no more than 0,6 MPa, water pipes and aqueducts of all types with a diameter of up to 500 mm, linear drainage structures with a diameter of up to 1000 mm and communication networks.

We studied the practice and possible negative consequences through telephone conversations with a number of subjects of the Russian Federation.
