The law "On the Main Directions of Industrial Policy in the Omsk Region" was developed on the basis of Federal Law No. 488-FZ of December 31, 2014. The document was adopted by the Legislative Assembly of the Omsk region and signed by the head of the region Viktor Nazarov.
The adopted Law is a key element in the creation of a regional legal framework for the implementation of state industrial policy. The Law establishes the main powers of regional government bodies in the field of industrial policy, as well as measures to stimulate industrial activities carried out at the expense of the regional budget.
"The Omsk Region represents a powerful industrial potential, with many large and medium-sized industrial enterprises located on its territory - petrochemicals, mechanical engineering and the defense industry. This will have a stimulating effect on the development of industry and create conditions for business and investment entities for the competitive and innovative development of the region," said Viktor Belov, Minister of Industry, Transport and Innovative Technologies of the Omsk Region.
As a follow-up to the Law, it is planned to develop and submit for approval by the Government of the Omsk region a number of documents to ensure conditions for attracting additional federal funds for the implementation of measures in the field of industry in the region. These documents include legal acts on the creation of a regional industrial development fund, industrial parks, industrial clusters, the provision of budget subsidies to industrial entities and the establishment of a procedure for concluding a special investment contract.
These will be additional measures of state support to defense industry enterprises in the implementation of projects for the production of civilian products for general technical purposes, which was emphasized in the annual Message of the President of the Russian Federation to the Federal Assembly.
