The week-long Conference is aimed at developing new project thinking among representatives of the leadership of the regional and municipal levels. A working session on project management was held in the Congress Hall today. Governor Viktor Nazarov considers holding this event to be an extremely important step towards introducing new management tools into practice, which will allow achieving great results in difficult conditions. The conference program includes not only an introduction to the methodology of project management, but also the development of practical skills in its application.
The need to switch to project management was outlined by Russian President Vladimir Putin in his Message to the Federal Assembly last year. This year, the entire federal regulatory framework for project management was adopted, and in July, the first meeting of the Presidential Council for Strategic Development and Priority Projects was held, which outlined eleven key areas of the country's development with implementation through projects. At the same time, the President stressed the importance of including all regions of the Russian Federation in the project work.
A Project office for the implementation of the Strategy until 2025 has been established in the Omsk Region. The Ministry of Economy has already defined the principles and methodology of its work. The regulatory framework for project management in the Omsk region has been developed, and it will be submitted to the regional Cabinet of Ministers for consideration at the next meeting on Wednesday. The Ministry of Economy conducted training sessions on the implementation of the project approach in the region with all structural divisions of the Government. The installation of the project management information system has been completed, a briefing for future users has been conducted, and pilot projects are being uploaded to the system.
"We have set a broader task for ourselves," said Governor Viktor Nazarov at the working session of the conference today. "We are considering the need to organize project activities not only for 11 priority projects, but for all projects within the framework of the regional Strategy areas."
The participants of the conference should significantly expand their knowledge about project management in government during several days of study. "Project management is a methodology that allows you to cope with a very difficult task in very difficult conditions," says Sergey Bazanov, an expert in the field of project management methodology. - We need to develop and move forward both at the national and regional levels, but if we do not change anything in the management system, there will be no effect. We are not ready for rapid changes, we are not ready to change ourselves, the system is focused on budget development, and this is the case in all regions. Our task during the session is to figure out how to change the work, and what needs to be done first. Everyone should understand that project management is not a magic wand, but just a tool to achieve results. To achieve the desired effect, you need to implement appropriate projects. There will be nothing without the support of the population either. It is the population, as the recipient of public services, that should provide guidance for government agencies to move in the right direction."
