Omsk Region is the leader among Russian regions in terms of the number of promising investment projects presented on the country's Investment Map. By the end of 2025, over 50 promising projects will be presented on the map.
It should be recalled that according to the "one-stop shop" principle, the Omsk Region Development and Investment Agency successfully accompanies investors in the region. With the support of the head of the region, Vitaly Khotsenko, and the Government's economic unit, the result of 2025 is that the volume of investments in fixed assets under investment projects supported by the Agency amounted to 22.4 billion rubles.
The Agency supports 70 projects, and has provided about 700 individual consultations to business representatives on the implementation of investment projects, the selection of vacant land, and the search for and attraction of investments in projects of Omsk enterprises.
The year 2025 was marked by the commissioning of a number of significant facilities: the first stage of the Wildberries distribution center, new logistics complexes for Ozon and Sberbank Logistics, as well as the expansion of polymer packaging production. All these projects stimulate the growth of GRP and increase the investment attractiveness of the region.
It should be noted that active work is underway in the region to remove administrative barriers and simplify business operations. Thus, on behalf of Governor Vitaly Khotsenko, the "End-to-End Investment Flow" system is being implemented, aimed at optimizing the time of connection to networks, speeding up the issuance of necessary documents and introducing the principles of customer centricity.
Another key moment in 2026 will be the creation of a new body, the project office for attracting investments, which will coordinate the work of ministries and departments, decomposing tasks for specific investment projects. Andrey Shpilenko, Deputy Chairman of the Omsk Region Government, noted that it is planned to involve all relevant ministries and departments in the project office to implement an integrated and structured approach to attracting investments, with an emphasis on the involvement and responsibility of all participants.
In addition, the Rassvet system was developed in 2025. The regional tool is aimed at identifying promising niches, forming attractive investment proposals and effectively promoting them among potential investors. This system consolidates the work of all structures involved in providing support to investors.
The Investor's Personal Account continues to operate in the region for investors. Currently, 70 investors are registered in the service, who are provided with access for online interaction in order to implement investment projects. In the "Commercial service offers" section, any business owner can post information about their products and services for consideration by the investor and further mutually beneficial cooperation.
At the end of the year, the digital PIC platform was launched in the Omsk region.A business integrated into a single PUBLIC SERVICES portal. The service allows entrepreneurs to receive advice, assistance and support from the regional Government in the shortest possible time. All incoming requests on the platform from business entities are centrally processed by the Omsk Region Development and Investment Agency and then forwarded to the relevant executive authorities.
"The Omsk Region Development and Investment Agency made a big leap in 2025 and will continue to move forward in the new year. The organization became a member of the Omsk Region Chamber of Commerce and Industry, Delovaya Rossiya, the Omsk branch of Opora Russia, the National Association of Investment and Development Agencies, and the ambassador of the Public Capital Standard. We will increase the portfolio of promising investment proposals, modernize the Investor's Personal Account, increase the competencies of specialists, hold presentations of the investment potential of the Omsk region, and also direct the vector of attention to attracting foreign investors to the region," Svetlana Bazhenova, the Agency's General Director, shared her plans.
The plans include the official launch of the catalyst plant, the opening of the Magnit distribution center and the start of construction of two industrial enterprises: a graphite electrode plant and a super-large tire plant.
The Omsk Region Development and Investment Agency team continues to work on reducing administrative barriers, introducing digital services, and providing systemic business support. Omsk region creates conditions for dynamic growth and long-term partnership.
