On January 25, Denis Kushner, Deputy Minister of Economy of the Omsk Region, discussed the creation of a regional industrial development fund as part of a round table on the development of the industrial potential of the Omsk Region and cooperation with the Industrial Development Fund, which was held on the territory of NPO Mir.
During the report, the Deputy Minister of Economy noted that Alexander Burkov, Acting Governor of the Omsk Region, supported the concept of creating a regional industrial development fund based on the Omsk Regional Microfinance Fund for small and Medium-sized businesses. In his budget message, the Governor set the task of promptly launching its work.
"Of course, we still have a lot to do – to change the Charter, adopt rules for issuing loans, and conclude an agreement with the Federal Fund for Industrial Development. But a fundamental decision has been made – Alexander Leonidovich has been instructed to include 80 million rubles in the "development budget" of 2018 for the capitalization of the Omsk Region Industry Development Fund. Appropriate changes to the regional budget are expected in mid–February of this year," Denis Kushner explained.
At the same time, regional financing will attract more than 180 million rubles from the federal Fund for industrial development and organize support for Omsk projects with a total capacity of 40 million rubles.
Five Omsk industrial enterprises have already applied for preferential loans totaling 100 million rubles under the program of the planned creation of the regional Industrial Development Fund. If all the requirements of the Federal Industrial Development Fund are met, it is expected to reach real financing by May 26.
Evgeny Kovtun, General Director of the Regional Agency for Development and Investment, presented the Agency's successful practice in attracting borrowed funds from the Federal Fund for Industrial Development to projects of Omsk enterprises.
In particular, the Agency's specialists, together with the initiator of the Flexible Packaging and Breathable Film project, have been actively working for 4 months to prepare a business plan, financial model and other documents necessary for participation in the preferential lending program. In May 2017, a loan in the amount of 200 million rubles was received. The project is expected to create 40 new jobs and increase tax deductions to 460 million rubles.
"The most important thing is that we have the opportunity to rely on federal instruments and federal development institutions. The Industrial Development Fund is currently a structured work tool in terms of financing and organizational issues. The region needs vibrant economically promising projects that we are ready to support," said Rasim Galyamov, Minister of Economy of the Omsk Region.
By the way, the Federal Fund for Industrial Development notes the high activity of Omsk business - 62% of enterprises that applied to the Fund for advice became applicants for participation in the preferential lending program.
